Job Duties

The Department of General Services (DGS) provides value to citizens, the Commonwealth, and businesses. DGS has a diverse group of employees providing services ranging from facilities management, laboratory services, real estate, procurement, engineering, and more! DGS’s Office of Information Systems and Services (ISS) is a customer-focused organization whose primary responsibility is to provide technology solutions and support to facilitate the success of our agency and its customers.

As part of the ISS team, this position is responsible for software development and support for our eVA system. This person will be closely involved with the interfaces and integrations that support state and local government agencies as well as colleges throughout Virginia. The ideal candidate will be an experienced developer with some exposure to interface and integration and willing to learn more. In addition, strong SQL skills and web development skills will be keys to success.

Job responsibilities include, but are not limited to:
Duties include analyzing and designing functional and system requirements; developing programming and configuration specifications; and providing development, technical support, and system integration services. Duties include configuration, coding, testing, debugging, and reviewing developed programs for the Division of Purchases and Supplies’ applications. While the primary focus will be on integrations and interfaces, the position will also support data extraction, reporting, and web‑based systems.

This position is eligible for a hybrid telework schedule of up to 2 days per week after a successful training period and an approved telework agreement.

Minimum Qualifications

  • Experienced with common Web development methodologies for design, coding, and testing, and documentation in a .Net environment (ASP.NET, MVC, CORE, C#, REST APIs and SOAP web services).
  • Front end development experience using HTML, JavaScript, CSS3, JSON, XML, XSL/XSLT, and popular libraries such as jQuery and Bootstrap.
  • Experience developing, implementing, and supporting custom and 3rd Party applications.
  • Demonstrated experience configuring, administering, and troubleshooting web applications using IIS, with experience using Azure DevOps or similar tools for version control, work tracking, and/or deployments.
  • Strong SQL skills including experience extracting data in support of analytical processes.
  • Experience using advanced relational database concepts for physical and logical database design.
  • Experience gathering business and technical requirements and creating technical documentation such as functional specs, process flows, system diagrams, test plans, user guides, etc.
  • Experience and knowledge of Oracle and SQL Server
  • Customer communications skills.
  • Experience maintaining and modernizing legacy applications

Additional Considerations

  • Experience using Azure DevOps for version control and code deployments, is preferred.
  • Experience with developing interface and integration file specifications in JSON, XML, CSV, or other acceptable electronic file formats, is preferred.
  • Experience with using various data integration tools to parse, load, and or extract data from core systems, is preferred.
  • Extensive experience with Visual Studio .Net development, particularly C# and JavaScript, is preferred.
  • Experience developing files for I/O communication in JSON, XML, CS, is preferred.
