This position is open to state employees only. This position is required to work 4 days per week in the DOA office in downtown Richmond, VA. Only one day of telework per week is permitted.
Local travel is required to go to locations such as the bank, post office, other state agencies and vendors for pickup and dropoff, etc. Reliable transportation is needed to complete these tasks.
Job Duties
Provide efficient and timely delivery of service for the agency in procuring goods, supplies, equipment and services in accordance with the Virginia Public Procurement Act, the Virginia Agency Procurement and Surplus Property Manual, VITA IT polices, Department of Accounts Commonwealth Accounting Policies and Procedures Manual and other federal, state and agency rules and requirements. Coordinate outgoing mail and packages, manage all supply room activities for the agency, manage facilities maintenance, manage surplus property, serve as a SPCC cardholder and utilize the SPCC for payments to vendors, make bank deposits, and ensure accurate coding, documentation, and allocation of SPCC purchases. Responsible for drafting and issuing Invitations for Bids (IFBs) and Requests for Proposals (RFPs), evaluating bids, and making award recommendations as required for DOA. Utilizes eVA as needed, prepares monthly eVA certification, and follows DGS procurement rules.
Minimum Qualifications
• Working knowledge of development, solicitation, and administration of contracts in compliance with APSPM, the Virginia Public Procurement Act, and CAPP regulations. This position will be responsible for but not limited to managing procurement activities, including sourcing, vendor selection, and contract negotiation; drafting and issuing Invitations for Bids (IFBs) and Requests for Proposals (RFPs); and evaluating bids and making award recommendations.
• Knowledge of GAAP and advanced procurement principles.
• Knowledge of the Commonwealth’s SPCC program, Card polices, and On-line reconciliation.
• Knowledge/ability to run a supply room for employee supplies.
• Working knowledge of postal regulations and office/clerical procedures.
• Demonstrated ability to perform physically demanding work, and to understand and apply established policies and procedures. Must be able to move and lift heavy office supplies and office furniture. Should be able to lift 40 lbs numerous times within a 30 minute time frame.
Additional Considerations
• A combination of training, experience, or education in Business Administration, Public Administration or related field is desired.
• Current Virginia Contracting Officer Certification is preferred. If a qualified candidate does not presently hold the certification, the candidate must commit to obtaining it within the first 6 months of employment.
• Experience in public purchasing or contract administration.
• Knowledge and experience with Virginia public purchasing law and procurement policies.
