Job Duties
To administer and perform program management for the Radiological Emergency Preparedness (REP) Training and Exercise Program. Provide comprehensive support for a diverse program aimed at evaluating organizational performance, identifying development needs, and planning and implementing training and exercise plans at both agency and statewide levels. Leads the design, development, delivery, management, and evaluation of REP program trainings, exercises, and projects while ensuring compliance with federal and state regulations and standards for radiological emergency preparedness. Coordinate exercises with external facilities and partners such as North Carolina Emergency Management, Maryland Department of Emergency Management, North Anna Power Station, Surry Power Station, and the Norfolk Naval Shipyard. Supports local, state, and federal agencies and other relevant stakeholders by designing training sessions, coordinating exercises, and assessing readiness for radiological emergencies.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP.
Minimum Qualifications
- Knowledge of exercise planning methodology
- Ability to manage all phases of project planning and implementation, backed by knowledge of assessment, evaluation, and analysis.
- Working knowledge of Virginia local and state government organization and operations.
- Proficient in tracking corrective actions and producing clear, accurate technical writing.
- Ability to prepare and coordinate written plans, policies, and procedures
- Ability to develop, and lead training and exercise program initiatives through ongoing collaboration with local, state, and federal partners.
- Ability to establish and monitor goals and performance standards for an Exercise Program
- Ability to conduct research, needs assessments and analyze findings
- Experience in adult training
Additional Considerations
- Extensive understanding of the REP program
- Completion of FEMA Emergency Management Institute’s Independent Study Courses IS-120, IS- 130, ICS-100, ICS-200, ICS-700, and ICS-800 is required
- Working experience in emergency management

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
