Job Duties
The Virginia Department of Corrections (VADOC) enhances public safety through evidence-based programs, re-entry services, and the humane supervision of incarcerated individuals. The Information Technology Unit delivers technology planning, enterprise systems, and data-driven solutions that empower the Department to fulfill its mission effectively and efficiently.
IT Manager II to lead the statewide management of our physical security technology infrastructure. Reporting directly to the Chief Information Officer, this position carries significant responsibility for the design, operation, and continuous improvement of mission-critical electronic security systems across all VADOC facilities.

Minimum Qualifications
Deep understanding of low-voltage electronics, IP-based surveillance networks, programmable logic controls, and security software. Comprehensive understanding of emergency protocols, organizational procedures, and risk‑mitigation strategies used during high‑pressure situations. Skilled in identifying root causes, implementing effective solutions, and using analytical techniques to resolve technical problems efficiently. Ability to plan, execute, and deliver complex projects on time and within scope using structured methodologies and organizational tools. Ability to build trust, guide diverse teams toward shared goals, and provide clear direction during both routine operations and times of change.
Additional Considerations
Experience in a correctional, law enforcement, military, or other high-security operational environment.
Familiarity with AI/ML-based video analytics platforms and edge computing solutions. Experience with data visualization tools such as Power BI, Tableau, or Grafana. Knowledge of ONVIF, PSIA, or other video interoperability standards. Experience with electronic security systems integration platforms (ESIM/PSIM). Professional certifications such as: PSP (Physical Security Professional), RCDD, CompTIA Security+, CCNA, CDCDP, or VMS vendor certifications (Milestone MCSE, Genetec, Avigilon ACM). Experience managing technology in a state or local government environment. Familiarity with Commonwealth of Virginia IT security policies (COV ITRM standards).
