The Virginia Department of Fire Programs serves the citizens of the Commonwealth by enhancing public safety through supplemental funding to local governments, providing education and training to first responders, and delivering fire prevention and life safety education through community risk reduction and statewide fire code enforcement.

About the Position
The Instructional Development Coordinator serves within the Training and Operations Branch of the Virginia Department of Fire Programs and reports directly to the Curriculum and Instructional Development Manager. The incumbent of this position will exercise considerable independent judgment and decision-making in support of Training and Operations Branch goals and initiatives, collaborate with internal and external stakeholders, and serve as a key contributor to statewide training modernization efforts. The Instructional Development Coordinator will apply instructional design principles, project management practices, and learning technologies to create effective and engaging learning solutions that support student success, instructor effectiveness, and organizational objectives. This position will be responsible for coordinating the development, revision, implementation, and maintenance of certification and educational programs that support the training needs of Virginia’s fire and emergency services community. The Instructional Development Coordinator will manage Subject Matter Expert (SME) workgroups throughout the curriculum development lifecycle to ensure programs align with current National Fire Protection Association (NFPA) standards, accreditation requirements, agency policies, and industry best practices while preparing courses for future revision cycles and continuous improvement efforts. This position routinely accesses and manages confidential and personally identifiable information (PII) and is responsible for maintaining compliance with all applicable privacy, security, and records management requirements. Through instructional leadership and innovation, the position helps ensure the delivery of high-quality, standards-based training programs that advance the mission of the Virginia Department of Fire Programs.

Minimum Qualifications

• Considerable knowledge of instructional design, curriculum development and adult learning principles.
• Knowledge of accessibility standards and online learning best practices.
• Understanding basic production and implementation of media elements such as graphics, sound, and video.
• Substantial experience in the fields of administrative support or office management is required
• Considerable experience with e-learning authoring tools such as Articulate Storyline, Adobe Captivate or similar platforms.
• Excellent written, verbal, and visual communication skills.
• Ability to manage multiple projects, meet deadlines and organize work with strong attention to detail.
• Experience demonstrating knowledge and skills using Microsoft Office Suite and learning technologies.

Additional Considerations

• Training and/or experience in Instructional Design, Education, Communications, Organizational Development, or related field
• Experience working in public sector, education, healthcare, fire service, or workforce development environments
• Experience administering or supporting a Learning Management System (LMS), Commonwealth of Virginia Learning Center (COVLC) is preferred
• Must read and interpret laws, regulations, procedures, directives, and instructions
