Job Duties
The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Procurement and Administrative Services is seeking a qualified professional to serve as a Contract Specialist. This position is responsible for managing the full lifecycle administration of agency contracts, including renewals, modifications, compliance monitoring, compliant resolution, small purchase procurements and contract administrative support. This position primarily develops and manages administration policies and procedures in accordance with state standards and procurement best practices, and necessary contract management, and processes procurements using electronic procurement systems, such as eVA. This position also ensures continuity of operations through proactive contract oversight, timely procurement support, and adherence to the Virginia Public Procurement Act (VPPA), Agency Procurement and Surplus Property Manual (APSPM), and Buy IT Manual.
Minimum Qualifications
• Knowledge of procurement law, including the Virginia Public Procurement Act, and principles such as approved procurement methods, supplier diversity, specification development, contract management, and small purchase programs.
• Understanding of FOIA requirements related to procurement activities.
• Knowledge of contract law.
• Experience in developing internal procurement policies, procedures, and/or delegated authority frameworks.
• Knowledge of best-practice contract management and administration principles.
• Ability to design and manage related policies in alignment of regulatory state standards.
• Experience in collaboration with state procurement authorities (DPS, VITA), senior leadership, and other stakeholders to resolve procurement issues and provide strategic guidance.
• Ability to provide technical direction for specialized procurement programs.
• Proficient in statewide electronic procurement systems (eVA).
Additional Considerations
• Certification as Virginia Contracting Associate (VCA) or receive certification within one year of hire date.
• Certification as Virginia Contracting and Risk Management (VCARM) within two years of hire.
• Experience as public procurement professional as specialist or senior level.
