As a Senior Talent Development Specialist, you will play a central role in shaping the employee experience and strengthening the agency’s organizational capacity. As part of DHCD’s human resources team, you will serve as a strategic partner to employees and leadership, identifying workforce needs, developing meaningful learning opportunities, and ensuring alignment with DHCD’s mission and values. You will also support recruitment for mission critical roles and guide the development and refinement of HR policies and procedures that help our workforce thrive.

In this role, you will help cultivate a workplace where employees feel informed, supported, and connected, ensuring DHCD remains a place where people can grow, contribute, and succeed.

Key Responsibilities:
•Assess Organizational Needs - Conduct assessments to identify training and development needs across the agency, ensuring learning programs support both individual growth and organizational goals.
•Design and Deliver Development Solutions - Create and implement training and development programs that promote continuous learning and help employees advance in their careers.
•Support Recruitment Efforts - Partner with hiring managers to strengthen recruitment strategies and attract high quality candidates committed to public service.
•Employee Engagement Initiatives -Lead initiatives that enhance employee connection, motivation, and engagement, ensuring every team member feels valued.
•Human Resources and Process Alignment - Develop, update, and maintain HR policies and procedures that reflect agency priorities and support consistent, effective operations.
•Operational HR Support -Provide clear guidance and support to employees throughout their employment journey, ensuring consistency, compliance, and accessibility.
•Workforce Capability Building - Support organizational effectiveness by streamlining HR processes, strengthening workforce capabilities, and helping teams meet evolving challenges and opportunities.

Minimum Qualifications

•Experience managing full-cycle talent acquisition processes such as sourcing, screening, interviewing, and selecting candidates.
•Experience creating and supporting learning and development experiences that strengthen workforce capability, using training, coaching, mentoring, and facilitation methods to help employees build skills and improve performance.
•Proficient experience in utilizing a diverse array of technology and applicant tracking systems, including but not limited to Excel, Word, PowerPoint, Teams, and recruitment management systems.
•Demonstrated knowledge and application of human resources principles, practices, and applicable employment laws and regulations.
•Skilled in analyzing HR issues, interpreting and applying policies, and recommending solutions to managers and employees.
•Exceptional ability to convey HR-related information clearly and concisely, presenting complex data in an easily understandable manner to diverse audiences across the organization.
•Skilled in building relationships and collaborating with staff at all levels to support employee engagement.
•Ability to exercise independent judgment in resolving routine to moderately complex HR matters.
•Ability to adapt to changing priorities and support departmental goals and initiatives.

• Experience leading special projects.
• Experience using Cardinal HRIS, Page-Up Applicant Tracking System, Commonwealth of VA Learning Center
• Experience working with payroll services (Ex, Dept of Accounts Payroll Services Bureau).
• Working experience in Diversity, Equity, and Inclusion.
• PHR, SPHCR, SHRM-CP, or SHRM-SCP Certification
