The DGS Division of Purchase and Supply (DPS) is seeking an Assistant Manager for the eVA Business Bureau. The Assistant Manager will serves as deputy to Manager of the eVA Business Bureau, responsible for the financial and contractual business management of the Commonwealth’s electronic eProcurement system (eVA).
DPS facilitates and ensures that every public body in the Commonwealth is able to purchase the highest quality materials, equipment, supplies, printing, and non-professional services at a reasonable cost and ensures that all procurement procedures are made in conformity with the Code of Virginia. The eVA Business Bureau maintains the eVA contract and ensures the timely invoicing and collection of eVA fees from agencies and vendors.
Job duties include, but are not limited to:
- Track and review contract deliverables, and coordinate and facilitate eVA steering meetings while recording key points.
- Negotiate and complete contract modifications, validate accuracy of contractor invoices, and keep eVA Business Manager apprised about when deliverables are ready for approval.
- Supervise the eVA Collections Specialist and develop/recommend updates to the eVA collections processes.
- Determine and complete Sole Source Rebates for Institutions of Higher Education.
- Review and approve refunds and manual adjustments as needed and serve as backup for the Integrated Revenue Management System (IRMS) Program.
- Serve as backup to the eVA Business Bureau Manager for financial administration, including performing budget and fiscal functions and developing business financial forecasts.
- Instruct or provide support to other instructor(s) for assigned internal, agency, or vendor professional workshops, forums, and/or seminars.
This position will be located in Richmond, Virginia and is eligible for a hybrid telework schedule telework up to 2 days/week after 6 months of satisfactory performance and completion of an approved telework agreement.

Minimum Requirements
- Considerable knowledge of public procurement policies, regulations, and procedures, including the formation and administration of complex contracts.
- Experience executing complex procurements.
- Experience with automated procurement systems, e-commerce, and/or e-procurement and material management related operations.
- Extensive knowledge and experience with contract management and contract law, including the entire contract life-cycle.
- Advanced data analysis skills including data collection, development of financial forecasts using historical data and trends, business and financial models, and related reports.
- Demonstrated ability to develop, interpret, and apply policies.
- Demonstrated ability to motivate, mentor, and train others and foster and promote teamwork.
- Excellent communication skills resulting in positive, effective oral and written communications with user agencies, vendors, fellow employees, legislators, and others.
- Demonstrated ability to function independently, successfully handles multiple priorities, and function effectively in a fast-paced and stressful environment.
- Excellent problem identification and problem-solving skills.
- Excellent interpersonal skills.
- Advanced skills with computers and office automation software, including word processors and spreadsheets.

Additional Considerations
- VCO or similar procurement certification (ex: CPPB or CPPO). Candidates who do not have a VCO will be required to attain one within their first year of employment.
- Considerable experience executing procurements using Requests for Proposals and Invitations for Bids.
- Experience using the eVA procurement software.
- Knowledge of Generally Accepted Accounting Principles (GAAP) and Commonwealth regulations related to debt collection.
- Experience in a billing, delinquent accounts, or a collections environment.
- Supervisory experience.
