About the Position:

The Virginia State Police (VSP) is seeking to hire an Accountant Senior – Grants in our Property and Finance Division at our Administrative Headquarters in North Chesterfield, Virginia. The job duties for this position include but are not limited to:

• Preparing and auditing VSP’s Federal grant financial statements and reports.
• Preparing reports in compliance with cognizant agencies Federal Guidelines and all state and Department regulations.
• Monitoring, evaluating and analyzing expenditures, revenue and fund balances for assigned programs.
• Managing state accounting systems to execute program receivables and payments.

Minimum Qualifications

Knowledge:

• Generally Accepted Accounting Principles (GAAP), Generally Accepted Governmental Auditing Standards (GAGAS), and Governmental Auditing Standards Board (GASB).
• Policies, procedures and regulations related to government accounting and financial operations, including grant management, administration and reporting.
• Fund accounting concepts.
• General ledger accounts, statistical and financial analysis, and financial management.
• Cost centers.

Skills:

• The use of personal computers and using Microsoft Office applications.

Abilities:

• Accurately analyze, reconcile and report complex financial data.
• Read and interpret contracts.
• Monitor budgets and fiscal actions.
• Communicate effectively both orally and in writing.
• Establish and maintain effective working relationships with other employees and provide professional service to the Department and general public.
• Work independently and as part of a team
• Comprehend and apply State Commonwealth Accounting Policies and Procedures (CAPP) Manual compliance regulations.
• Graduation from high school or equivalent.

Additional Considerations

• Experience and training in Accounting, Finance, or Business Management preferred.
• Experience using ORACLE E-Business Suites; and the Commonwealth's software applications such as Cardinal preferred.
