Job Duties

This is a restricted position, which is solely funded by the Public Health Emergency Preparedness Cooperative Agreement for a 1 year period ending June 30, 2026. The availability of funding is scheduled for review before the grant expiration date and periodically thereafter. Continued employment is contingent on the continued availability of funds.

Independently develops, delivers and coordinates training in support of an office or district. Characteristic activities include administration of certification programs, organizational development, needs assessment, designing course curricula, developing lesson plans & instructional materials as well as instructional testing, facilitating teams, securing facilities, equipment and other resources for instruction. May supervise support staff. Certification may be required in a specialty area.

Staff in the Office of Emergency Preparedness are expected to respond to emergency events as needed, whether remotely, from the office, or at the State Emergency Operations Center.



Minimum Qualifications

• Knowledge of adult learning theory and training methods, needs assessments, organizational development, information technology related to education/training (including distance learning and learning management systems), and program evaluation.
• Requires group facilitation expertise including effective oral and written communication skills.
• Requires ability to work effectively as a member of teams including public health staff, healthcare and emergency management partners.
• Strong problem-solving, customer relations, and leadership skills.
• Experience in developing instructional plans and supporting methods and materials.
• Ability to manage logistical, administrative, and contractual details associated with the program.

Additional Considerations

• Experience in emergency preparedness and response preferred.
• Substantial experience providing education/training programs preferred.
