Job Duties
The Virginia Department of Motor Vehicles (DMV) is seeking to hire 2 Compliance Review Analysts to work in the Driver Training Division. Under the Driver Training Compliance Review Manager guidance, these positions support the Driver Training Division compliance program. These positions assist in discovering and recommending strategies and policies for implementing compliance programs and operations. In coordination with Driver License Quality Assurance (DLQA) personnel, the Compliance Review Analyst implements compliance programs to provide fair and uniform application of driver training, driver improvement clinic, and third-party tester laws and regulations and promote an optimal level compliance. Specific compliance programs overseen include driver training, driver improvement, and third-party tester programs.
The Compliance Review Analyst supports the Driver Training and Quality Assurance (DLQA) program by conducting compliance reviews of complaints, audits, and operational activities involving driver training schools, instructors, and examiners. These positions are responsible for evaluating regulatory compliance, assessing risk, recommending corrective actions, and supporting administrative enforcement activities. The incumbent serves as a key resource in maintaining program integrity through consistent application of state and federal laws, regulations, policies, and contractual requirements.

Minimum Qualifications
•Extensive knowledge of regulatory compliance principles, auditing methodologies, administrative enforcement processes, and public and business administration practices
•Demonstrated ability to interpret, analyze, and apply complex statutes, regulations, policies, contracts, procedures, and program requirements
•Strong analytical, critical-thinking, and problem-solving skills with the ability to assess risk, evaluate operational impacts, identify deficiencies, and develop practical, effective solutions
•Demonstrated ability to evaluate business processes, workflows, and organizational issues; analyze data; draw logical conclusions; and recommend improvements that enhance program effectiveness and operational efficiency
•Excellent written communication skills, including the ability to prepare clear, concise, accurate, and legally defensible correspondence, reports, findings, and recommendations
•Ability to interpret, explain, and consistently apply complex laws, regulations, policies, and procedures to diverse audiences and business entities
•Proficiency in the use of personal computers and business software applications, including Microsoft Office products, electronic document management systems, databases, and records management systems
Additional Considerations
• Experience working in State government compliance program support is preferred
