Job Duties

HR Transactions, Payroll and Systems Maintenance
Processes HR related transactions documenting actions in accordance with DHRM and agency policy and procedures. Establishes and maintains all active/inactive Human Resource files for agency employees. Enters written notices into HR Systems. Processes requests for employment verifications. Enters data in VRS Navigator as required.

• Policies, procedures, and structure meet needs and are clear and adequately communicated.
• Complete, timely and accurate Cardinal, and VNAV data entry.
• Processes HR transactions documenting actions in accordance with department of Human Resource Management (DHRM) and agency policy and procedures.
• Verifies data for accuracy and independently consults with Human Resource staff to resolve errors and problems.
• Submits documentation to department of Human Resource Management (DHRM) and Payroll and verifies accuracy by monitoring and reviewing turnaround forms and payroll registers.
• Prepares payroll support documentation and submits to payroll office.
• Establishes and maintains all active/inactive Human Resource files and ensures material is filed and transferred in a timely manner.
• Enters written notices into Cardinal as required by policy.
• Responds to employee verification of employment requests.
• Uses E-verify to assure all new hires are eligible for hire in the United States.
• Performs Virginia Criminal Information Network (VCIN) and department of Motor Vehicles (DMV) record checks.
• Reviews monthly Virginia Retirement Systems (VRS) Navigatory documentation to ensure accuracy.

Leave Coordination and Tracking.
Serves as Agency Leave Coordinator and DOCTime Administrator. Monitors and tracks time of employees with FMLA, VSDP, and LWOP, both conditional and unconditional. Coordiantes workers compensation time issues.

• Serves as Agency Leave Coordinator and DOCXL Administrator.
• Monitors and tracks time of employees on Family Medical Leave Act (FMLA), Virginia Sickness and Disability Program (VSDP), and Leave Without Pay (LWOP), both conditional and unconditional.
• Coordinates workers compensation time issues.
• Prepares Leave Liability Report.
HR Benefits
Serves as Agency Benefits Coordinator and provides information for all benefits programs. Conducts new employee orientation program.

• Policies, procedures, and work methods meet needs, are clear and adequately communicated. Work approaches and habit structures are appropriate.
• Certification and accreditation standards are met and audit readiness in maintained consistently well.
• Staff is held accountable.
• In employee orientation program, explain benefits, agency and DHRM personnel policy and procedures.
• Secure appropriate forms.
• Counsel and advise agency management and employees interpreting state and agency personnel policies, providing information, explaining requirements, and providing assistance to complete forms for employee programs.
• Provide information on benefits programs: RS, Life Insurance, Optional Life Insurance, Flexible Benefits, ICMA, Health, Credit Union, etc.
• Process forms for benefits in accordance with the Program requirements or the State policy.
• Attends DHRM, VRS and other related benefits conferences and training workshops.
• Resolves problems with health care programs and DHRM and health care agencies.
• Keys information into BES.
• Notifies agency employees of enrollment periods.
Workers Compensation
Receives and reviews all timekeeping sheets for compliance with VSDP, Worker's Compensation, military leave, etc. Completes timekeeping audits.

• Policies, procedures, and work methods meet needs, are clear and adequately communicated.
• Practices support and are sufficiently integrated with other affected disciplines and dependent functions.
• Receives and reviews all timekeeping sheets for compliance with VSDP, Worker's Compensation, military leave, etc.
• Serves as liaison to department timekeepers to settle employee leave/time discrepancies.
• Report notification of hire and termination to Payroll Unit, Business office and Operations Officer for processing.
• Completes timekeeping audits as necessary throughout the institution to assure timekeeping practices are accurate, consistent and appropriate in accordance with FLSA and DOC procedures.
• Prepares check sheets and submits audit results to supervisor.
• Participates in discussion of findings with Department Heads.
Other duties assigned.

Serves as Commonhealth Coordinator for the institution. Supports the Institutional Safety Program. Acts as HRO in absence.

• Serves as CVC Coordinator.
• Actively supports the Institutional Safety Program.
• Attends safety committee meetings in the absence/unavailability of the HRO.
• Fills in for HRO during periods of absence.
Performance Management
Responds to instructions and feedback of supervisors in a constructive manner in order to improve personal performance.

• Engages in constructive dialogue with supervisors.
• Relates instructions and feedback of supervisors to personal knowledge, skills, and abilities.
• Acknowledges and follows through on coaching and/or instruction related to performance correction, enhancement, and/or development.
• Completes additional assignments and duties as assigned to ensure smooth operation of the work unit and agency.

Minimum Qualifications

Extensive working knowledge of generalist human resource functions, to include all of the following: leave administration, complex payroll transactions, employee benefits, and workers compensation. Working knowledge of Federal and State laws, policies, and procedures related to human resources. Demonstrated ability to analyze, interpret, and apply human resource policies and procedures and to consult with management and employees. Demonstrated skill in the use of a Human Resources Information Systems (e.g., PageUp, Cardinal, BES, etc.) in entering and compiling data. Ability to communicate effectively, both orally and in writing. Strong interpersonal skills.

Additional Considerations

Advance knowledge in Human Resources a related field, or equivalent applicable experience or training. Professional Human Resources certification.
