The DGS Office of Procurement Services (OPS) is seeking a highly skilled and detail-oriented procurement officer to join our Office of Procurement Services as the Assistant Chief Procurement Officer. In this role, you will assist the Chief Procurement Officer in supporting our agency's mission by directing OPS in providing consistent and accurate support services so that DGS can be successful in accomplishing the agency’s mission.

Job duties include, but are not limited to: 

  • Lead, supervise, and train OPS staff in the procurement of goods, services, and construction for the agency.
  • Implement and execute good procurement practices within OPS to ensure that procurement laws, policies, and regulations are followed, including the Virginia Public Procurement Act, DGS Agency Procurement and Surplus Property Manual, VITA IT Procurement Manual: “BUY IT,” and DGS Construction Professional Services Manual.
  • Establish agency contracts and providing training and assistance to divisions on delegated procurements.
  • Manage contract renewals and oversee effective contract management practices.
  • Manage the organization and administration of the eVA system as used and operated within DGS.
  • Serve as SWaM Champion for Executive Order Number 35, including assisting in the development and executes the agency SWaM Plan.
  • Analyze eVA reports to monitor DGS compliance with the Governor's Scorecard for spend and SWaM participation.

This position will be located in Richmond, Virginia and is eligible for a hybrid telework schedule telework up to 2 days/week after 6 months of satisfactory performance and completion of an approved telework agreement.

Minimum Requirements

  • Extensive experience executing complex Construction, Technology, and Non-Technology procurements, including experience with Requests for Proposals and Invitations for Bids.
  • Extensive knowledge of public procurement policies, regulations, and procedures.
  • Extensive knowledge and experience with contract law and the entire contract life-cycle, from creation to close-out, including the ability to develop and administrate complex contracts.
  • Experience utilizing an automatic procurement system or e-procurement systems.
  • Ability to plan, organize, and direct procurement operations, including the ability to manage a professional staff.
  • Ability to develop internal purchasing policies for OPS.
  • Strong communication and presentation skills, including the ability to conduct complex negotiations and conduct training.
  • Ability to communicate concisely orally and in writing.
  • Strong technology skills, including e-procurement software, word processors, spreadsheets, and presentation software.

Additional Considerations

  • Virginia Contracting Officer (VCO). Candidates who do not already have the this certification will be required to obtain one within one year of employment.
  • Certified Public Professional Buyer (CPPB) certification, Certified Public Purchasing Officer (CPPO) certification, or other nationally recognized purchasing certification.
  • Experience with the Virginia Public Procurement Act (VPPA), DGS/DPS Agency Procurement & Surplus Property Manual (APSPM), VITA Buy IT Procurement Manual, and Construction Professional Services Manual (CPSM).
  • Considerable experience managing professional staff.
  • Experience with the Commonwealth's electronic procurement system (eVA).
  • Experience with grant management.
