The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves many businesses, including dealers, fuel tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Minimum Qualifications
Extensive knowledge of public procurement laws, including the Virginia Public Procurement Act (VPPA), and federal, state, and local regulations.
Proven expertise in strategic planning, policy development, and enterprise-level procurement management.
Strong leadership and organizational skills to oversee department-wide operations, manage senior-level staff, and ensure alignment with agency goals.
Advanced analytical and financial skills for managing department budgets, forecasting, and implementing cost-saving initiatives.
Demonstrated ability to direct large-scale procurement initiatives with significant fiscal and operational impact.
Comprehensive understanding of risk management, compliance, and audit preparation across multiple procurement functions.
Superior communication and negotiation skills for building relationships with executive leadership, state agencies, and external stakeholders.
Additional Considerations
Expertise in leading multi-agency procurement programs, including collaboration with state and federal agencies.
In-depth knowledge of supplier diversity programs, including SWaM, and strategies for promoting equity in procurement.
Familiarity with emerging procurement trends, such as sustainable sourcing and advanced technologies like AI-driven tools.
Ability to mentor senior leaders and develop policies that drive organizational transformation and efficiency.
Advanced certifications such as Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB).
Significant experience in executive-level procurement leadership, including multi-jurisdictional procurement initiatives.
Demonstrated success in implementing innovative procurement strategies to optimize costs and improve operational efficiency.
Experience managing enterprise-wide budgets and overseeing procurement operations with significant fiscal and operational impact.
Experience presenting strategic procurement plans and policy recommendations to executive leadership and state agencies.
