About the Position:

The Virginia State Police (VSP) is seeking to hire a Deputy Director of Analysis in our Strategic and Tactical Intelligence Directorate (STID) at our Administrative Headquarters in North Chesterfield, Virginia. The job duties for this position include but are not limited to:

• Managing intelligence initiatives of the Directorate and all sub-components of that Directorate, including the Virginia Fusion Center, the Northern Virginia Regional Intelligence Center (NVRIC), and other such entities, which may be created as directed by the Superintendent or as otherwise dictated by evolving mission requirements.
• At behest of, and in concert with, the Director of the STID, the Deputy Director develops, implements, and enforces directorate‑level and Agencywide policies and procedures governing intelligence collection, analysis, dissemination, and operational coordination.
• Assisting with the development of intelligence related training and production initiatives.
• Creating the necessary framework of policies, procedures, and training for strategy implementation.
• Operating independently within Agency and Commonwealth guidelines to lead intelligence strategy, policy development, and operational oversight
• The Deputy Director shall manage and coordinate administrative and operational responsibilities of the analytical component of the STID. This includes oversight, coordination, and facilitation of the creation and dissemination of strategic and tactical intelligence and other information to Departmental, partner tribal/municipal/state/Federal law enforcement personnel, and private sector partners from across the Commonwealth and nationally as appropriate.

Minimum Qualifications

Knowledge of:

• Analytical and investigative uses of intelligence platforms, tools and products.
• Intelligence production and implementing analytic tradecraft standards.
• Briefing executives, managers, other departmental personnel and external partners by effectively communicating in English, both in speech and written form, to convey clear understanding, to provide information, expert advice, and guidance, and to persuade others to consider recommendations made.
• Intelligence development methodologies and tactics through open sources (OSINT), human intelligence (HUMINT), and other sources within compliance standards and legal framework.
• Oversight of threat analysis, domain analysis, collection management, targeting analysis and raw intelligence dissemination in compliance with tradecraft best practices and regulations.

Skills in:

• Inductive and deductive reasoning to analyze and evaluate information’s relevance, significance, validity, and potential applications, and to draw sound conclusions and recommend alternatives.
• Strategic and tactical-level planning, policy development, and organizational development in furtherance of intelligence driven operations.
• Operating computers and using Microsoft applications and other common analytical databases and tools.

Ability to:

• Develop detailed plans, goals, and objectives which consider long-range implementation and administration of the assigned program. This includes establishing and directing ways and means of evaluating program effectiveness.
• Foster a culture that strives for service quality, collaborative efforts, knowledge and information sharing and competitive agility at all levels of the agency, with a passion and commitment to excellence.
• Lead agency executives, mid-level managers, and project teams to consensus; to work with other leaders in process improvement and operationalize the standards and objectives across the organization.
• Manage and effectively collaborate and leverage partners, stakeholders, vendors and third-party solutions providers.
• Demonstrated experience in development of intelligence from a variety of sources, collection and analysis of that raw intelligence and application to investigations and homeland security programs and initiatives.
• Considerable experience working with federal, state, and local law enforcement agencies and private sector partners.
• Must be able to obtain at a minimum a Secret Security Clearance.
• Must have a valid driver’s license.
• A Statement of Economic Interest Form is required to be filed electronically prior to training each year; thereafter, annually on or before February 1st.
• Graduation from high school or equivalent.
