Job Summary
The Division of Legislative Services is seeking a Fiscal Assistant to join the Fiscal and Human Resources Section. DLS is the agency responsible for providing nonpartisan legal and general research support services to the members of the General Assembly of Virginia, its standing committees, and interim commissions. The Fiscal Assistant reports directly to the Fiscal Officer and provides comprehensive administrative and fiscal support to the Fiscal and Human Resources Section. This is a full-time position that includes state benefits. The ideal candidate is detail-oriented, organized, and able to manage multiple priorities while maintaining confidentiality and compliance with applicable policies and procedures.
Duties/Responsibilities
- Manage the Fiscal Section email inbox and track requests using the fiscal task log.
- Process payment vouchers, travel reimbursements, and member reimbursements accurately and timely.
- Prepare and enter journal entries.
- Process interagency transactions.
- Maintain and update fiscal ledgers.
- Generate payroll and benefits reports using Cardinal.
- Prepare ledgers for reconciliation.
- Follow Division of Legislative Services (DLS) internal control procedures.
- Maintain working knowledge of the Commonwealth Accounting Policies and Procedures (CAPP) Manual and other applicable policies and procedures.
- Maintain fiscal records in accordance with the Commonwealth's records retention requirements.
- Handle confidential and sensitive financial and personnel records with discretion.
- Provide administrative and fiscal support to the section as needed.
- Perform other duties as assigned.
Required Skills/Abilities
- Excellent interpersonal and customer service skills.
- Proficiency with Microsoft Office Suite and Google Workspace.
- Strong written and verbal communication skills.
- Basic knowledge of accounting principles and financial processes.
- Strong organizational skills with exceptional attention to detail.
- Ability to learn and use multiple software applications and information systems.
- Ability to prioritize tasks, meet deadlines, and work independently with minimal supervision.
- Ability to maintain confidentiality and exercise sound judgment when handling sensitive information.
Preferred Education and Experience
- Experience with Commonwealth of Virginia financial and human resources systems.
- Previous experience working in Virginia state government.
- Payroll processing experience.
- Associate's degree in Accounting, Finance, Business Administration, or a related field. Equivalent education and experience may be considered.
- Experience with fiscal recordkeeping, reconciliations, or accounts payable.
