The Division of Rehabilitative Services within the Department for Aging and Rehabilitative Services, in collaboration with community partners, support all Virginians’ efforts to secure independence, inclusion and integration. DRS mission is to improve the employment, quality of life, security, and independence of older Virginians, Virginians with disabilities, and their families.

We are seeking a DRS Budget and Operations System Support Manager. This is a management position responsible for providing strategic leadership, operational oversight, and administrative direction for the Division of Rehabilitation Services' (DRS) statewide Case Management System (AWARE), client services budget administration, federal reporting, and systems operations.

The incumbent directs the Division's statewide AWARE operations by ensuring the integrity, security, accuracy, and effective utilization of the case management system used by DRS field staff. This position provides executive oversight of professional staff responsible for statewide technical assistance, user support, systems training, case documentation guidance, quality assurance reviews, case record audits, and operational compliance. The manager establishes statewide operational standards that promote consistent application of federal regulations, state policy, agency procedures, and documentation requirements.

The position serves as the Division's principal advisor on AWARE operations and business processes, providing leadership for system enhancements, technology initiatives, operational improvements, and data governance. Working collaboratively with Information Systems, Information Security, Fiscal Services, executive leadership, and external partners, the manager ensures technology solutions effectively support service delivery, data integrity, financial accountability, and regulatory compliance.

The incumbent also directs the planning, development, implementation, monitoring, reconciliation, and analysis of the Division's client services budget. The position ensures that financial information maintained within AWARE accurately aligns with agency fiscal systems and supports timely authorization and delivery of client services. The manager provides executive-level financial analysis, expenditure forecasting, budget recommendations, and decision support to Division leadership.

The position has overall responsibility for ensuring the accuracy, integrity, and reliability of data used for Rehabilitation Services Administration (RSA) reporting and other required federal and state reports. This includes establishing quality assurance processes, monitoring statewide data integrity, directing corrective actions, and ensuring compliance with all applicable reporting requirements.

As a manager, the incumbent exercises independent judgment in establishing priorities, directing staff, allocating resources, resolving complex operational and fiscal issues, developing policy recommendations, and leading continuous improvement initiatives that strengthen statewide service delivery and organizational effectiveness.

The manager is responsible for:

  • Establishing and monitoring service budgets within the case management system.
  • Operational leadership, staff supervision, and training.
  • Payment processing. 
  • Data quality. 
  • Ensuring compliance with state and federal reporting requirements. 
  • Analyzing expenditures. 
  • Providing operational support to counselors and management.


The position also serves as the primary liaison between program staff, fiscal staff, and information technology to ensure the case management system effectively supports program operations, financial accountability, and data integrity.

Because of the nature of these responsibilities, the incumbent has access to personally identifiable information (PII) and confidential consumer and employee information and is responsible for ensuring compliance with all applicable federal and state privacy, security, and confidentiality requirements.

Minimum Qualifications:

Experience:

  • Training and/or experience in Business Administration, Public Administration, Finance, Accounting, Information Systems, Social Work Administration, Human Services Administration, or a related field.
  • Experience administering and managing program budgets, monitoring expenditures, reconciling and analyzing financial data. 
  • Experience using or administering electronic case management or grants management systems for financial authorizations, operations support, reporting, and data quality. 
  • Experience supervising staff or leading operational teams. 
  • Experience analyzing data and preparing reports.


Working knowledge of:

• Budget administration and expenditure monitoring.
• Financial reporting and reconciliation.
• Case management systems and business process workflows.
• Data quality standards and compliance.


Abilities:

  • Demonstrated ability to manage multiple funding streams and monitor expenditures against approved budgets, as well as analyzing financial and program data to identify trends and recommend appropriate corrective actions.
  • Collaborate effectively with fiscal staff, program staff, and IT.

 

Skills:

  • Advanced proficiency in Microsoft Excel—including pivot tables, formulas, financial tracking, reporting tools, and data analysis—along with strong skills in data validation and quality assurance. 
  • Budget monitoring and expenditure analysis. 
  • Financial reconciliation. 
  • Case management system operations. 
  • Report preparation, presentation, and process improvement. 
  • Strong Excel skills, including pivot tables, formulas, and financial tracking.
