Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced professional to serve as a Virginia Crisis Connect (VCC) Product Owner. This newly created position will provide strategic direction, functional governance, and oversight for the VCC platform. This position serves as the primary liaison among the Office of Crisis Services, Information Technology, system partners, and business stakeholders to ensure the platform supports agency operations, reliable data, compliance requirements, and continuous improvement.

Key responsibilities include:
• Serving as the final business authority for VCC business processes, functional priorities, and data definitions in alignment with leadership direction and enterprise IT governance.
• Defining and maintaining the VCC product roadmap; prioritizing enhancements, configuration changes, defect remediation, patches, and upgrades based on business value, compliance, risk, audit findings, budget constraints, and user feedback.
• Leading business-readiness and approval activities for system updates and functional changes, including impact assessments, validation of process impacts, organizational change management, and go/no-go recommendations.
• Leading the annual Business Impact Analysis in coordination with agency security, VITA, continuity, and enterprise stakeholders, document critical processes, dependencies, recovery objectives, and operational and compliance risks.
• Serving as a business data owner or steward for VCC data domains; resolving data-definition and reporting conflicts and promoting consistent, secure, auditable data use.
• Developing and maintaining business process guides, standardizing operating procedures, job aids, and training materials that reflect approved system configurations, internal controls, policy changes, and audit findings.
• Establishing and leading a quarterly user group representing central office and providers; maintaining transparent feedback and decision logs, and translating feedback into prioritized system, process, communication, or training improvements.
• Supporting Change Advisory Board activities, internal and external audits, documentation and traceability expectations, and remediation of identified risks or findings.

Minimum Qualifications

• Experience in product ownership, business analysis, or system implementation.
• Experience working with complex data systems or enterprise applications.
• Experience translating business processes and stakeholder needs into clear system requirements and priorities.
• Experience developing and maintaining business process documentation and supporting system governance.
• Knowledge of product ownership and project management, business continuity planning, data governance, data stewardship, and risk-based prioritization.
• Demonstrated skill in stakeholder facilitation, cross-functional leadership, business process analysis, and written and verbal communication with technical and non-technical audiences.
• Ability to balance compliance, risk, operational needs, and competing priorities in a complex enterprise environment and communicate system impacts to executive leadership.

• Experience working in or with public-sector organizations.
• Experience with crisis services, quality systems, or case management systems.
• Experience in a government or public-sector environment.
• Experience with Agile delivery or product lifecycle management.
