The Virginia Department of Motor Vehicles is seeking a Systems Program Manager to lead strategic planning, development, and oversight of complex enterprise technology initiatives. This role is responsible for managing system enhancements, coordinating cross‑functional project teams, and ensuring technology solutions align with agency goals and customer service standards.
Key Responsibilities:
*Oversee the lifecycle of major DMV systems projects, from concept through implementation.
*Coordinate with IT, operations, vendors, and leadership to define requirements and deliver solutions.
*Monitor project progress, budgets, risks, and performance metrics.
*Ensure system reliability, security, and compliance with state policies.
*Provide leadership, guidance, and communication to stakeholders at all levels.

Minimum Qualifications

• Advanced knowledge of DMV systems, including SecuriTest, DLQA Testing Tablets, and EZ Pass.
• Proficiency in managing IT systems and programs, with strong troubleshooting and technical support skills.
• Strong organizational and project management skills, including experience with resource allocation and vendor coordination.
• Effective verbal and written communication skills for collaborating with internal teams, external vendors, and stakeholders.
• Knowledge of ARMICS compliance and data security protocols to ensure regulatory adherence.
• Ability to supervise and develop administrative staff, providing guidance on system management and operational processes.

Additional Considerations

• Expertise in managing complex, multi-site IT systems in a government or public sector environment.
• Advanced project management experience, particularly using tools like Work Otter and methodologies such as Agile.
• Strong leadership skills for managing cross-functional teams and delivering data-driven system improvements.
• Comprehensive understanding of state and federal data protection regulations.
• Significant experience managing large-scale IT systems, especially in public service environments like DMV.
• Experience leading multi-site projects, managing system rollouts, and coordinating cross-functional teams.
• Strong background in government procurement processes and compliance.
• Background Check: Must pass a fingerprint-based criminal background check due to the sensitive nature of the data handled in this role.
• Licensure: A valid driver’s license with no more than 6 demerit points is required.
