Job Duties
**This is a wage (max 29 hrs/wk), non-benefit position**
The Office of Human Resources is seeking a detailed oriented HR professional to join our team as a HR Coordinator. The HR Coordinator supports the Benefits Administrator to process benefits related transactions but not limited to health benefits enrollments for assigned VDH Offices and Districts. Specific area of knowledge would be Benefits Administration, to include Health Benefits, Flex spending accounts, Retirements, and other various benefits and programs of Commonwealth of Virginia employee benefit programs. Performs HR functions related to the review and reconciliation of VRS Hybrid Component for all employees in VRS Hybrid Plan. Reviews Employer reports run from VRS and COV 457 Plans vendor (VOYA) for monthly VNAV reconciliation. Assist with validation of Cardinal employee data reports for VDH Service Awards Program. Collaborate with payroll for retroactive payroll deductions to comply with DOA and VRS guidelines. Provides policy interpretation and procedural guidance for Commonwealth of Virginia Benefit Programs, not limited to Optional Life Insurance, purchase of prior services, disability retirement, WC, FML, VSDP etc. Serve as a liaison with payroll and employees to resolve any benefits related discrepancies. Working knowledge in the areas of processing transactions using the various HRIS systems to include Cardinal, myVRS Navigator, and COV DC Plans. Working knowledge of leave policies, their interpretation to comply with VDH procedures and DHRM Leave Policies and support the Benefits and Leave Team as needed.
Wage employees are subject to the following conditions of employment:
• Wage employees serve at the will and pleasure of the appointing authority.
• Continuing employment is based on available funding and business need.
• Wage employees are not covered by the provisions of the Virginia Personnel Act. Therefore, they are not eligible for benefits which are provided to salaried employees, such as leave credits, holiday pay, insurance, access to the grievance procedure, etc.
• Wage employees are paid only for the hours they actually work.
• Virginia state law currently requires that agencies not permit wage employees to work in excess of 29 hours per week on average over the course of a year. Wage employees may not work for VDH beyond 1,500 hours during the period of May 1 – April 30 of the following year (the Standard Measurement Period).
• Once a wage employee works the maximum of 1,500 hours during the Standard Measurement Period, the employee may be rehired as a wage employee of VDH only after the next Standard Measurement Period has begun.
• Wage employees are eligible to apply for all classified positions for which recruitment has been initiated, including those limited to State Employees Only.
• If a wage employee becomes employed in a classified position, he/she will be eligible to purchase retirement credit for the time worked as a wage employee.
• Continuing employment is based on available funding and business need.
Minimum Qualifications
· Knowledge of Benefits and Benefits Administration
· Knowledge of Federal and/or State HR and Leave Policies
· Skilled in interpreting, policies, procedures, and regulations
· Skilled in utilizing HR Information systems and manipulating Microsoft Applications
· Skilled in reviewing, researching, analyzing, and reconciling data
· Skilled in providing orientation and training
· Experience multi-tasking and meeting deadlines
· Experience communicating written and orally with all levels of staff (internal and external)
