Job Duties
*Must be a current DBHDS employee to qualify for this position*.
Provide purchasing, training, and contract administrative support to Eastern State Hospital staff and work with other outside agencies and organizations. Provide training and support in all areas of procurement and supply chain/materials management functions including, but not limited to, solicitations, reporting, use of automated systems (Oracle Inventory/Financial Module, eVA, Works, etc.)
• To support hospital staff and the procurement department with purchasing and training needs of Eastern State Hospital and DBHDS facility staff (as appropriate).
• Lead Purchasing activities for major divisions within the Agency and provide technical procurement assistance and training to contract administrators and end users (requesters).
• Assist procurement staff and management in balancing workloads and support their assigned procurement activities.
• Manage assigned procurement initiatives through the entire procurement life-cycle (requisitioning through delivery).
• Ensure staff follows procurement law (VPPA), APSPM, BUY-IT, and other sourcing rules, and Agency policy and procedures for procurements.
Minimum Qualifications
Valid Driver's License is required.
Experience in purchasing policies, procedures and terminology (i.e. Oracle, VPPA, APSPM, Conflict of Interest, eVA, SPCC, and SWaM) is required.
Experience with automated ERP, procurement, and inventory systems is required.
Must be able to obtain a VCA within two years of employment date.
Additional Considerations
Experience with state and/or federal procurement processing.
