The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Senior Business Systems Analyst in Richmond, Virginia. This position supports the evaluation, improvement, implementation, and ongoing enhancement of business processes and technology solutions across all DCJS divisions. What you will do:
● Serve as the lead liaison between agency divisions, Computer Services, vendors, and other stakeholders for assigned technology initiatives.
● Lead interviews, discovery sessions, requirements workshops, process reviews, and other business analysis activities.
● Analyze business needs, policies, workflows, data requirements, system dependencies, and operational challenges to identify root causes and appropriate solutions.
● Document current state and future state processes and recommend opportunities for process improvement, standardization, automation, and modernization.
● Develop and manage clear, testable business requirements, functional requirements, user stories, process models, acceptance criteria, and related documentation.
● Translate business needs into actionable information for developers, vendors, security staff, and other technical resources.
● Facilitate stakeholder decisions and help resolve conflicting requirements, priorities, and expectations.
● Evaluate proposed solutions for alignment with business objectives, agency standards, security, accessibility, data requirements, and applicable Commonwealth policies.
● Identify and communicate assumptions, constraints, dependencies, risks, and requirement changes throughout the solution lifecycle.
● Assist business units with prioritizing enhancements, application backlogs, technology investments, and modernization needs.
● Develop test scenarios and coordinate or participate in system testing, defect validation, user acceptance testing, and formal business approval.
● Support implementation readiness, training, documentation, organizational change, and post implementation evaluation.
● Promote consistent business analysis standards, templates, and practices and provide guidance to staff participating in requirements and testing activities.      

Minimum Qualifications

• Demonstrated expertise in business analysis, requirements management, process improvement, solution evaluation, and systems development practices.
• Proven capability to lead the elicitation, analysis, validation, documentation, prioritization, and management of complex business and system requirements.
• Demonstrated proficiency in developing process flows, user stories, functional requirements, acceptance criteria, test cases, and related analysis documentation.
• Hands‑on experience applying project and systems development lifecycle methodologies, including Agile, Waterfall, and hybrid approaches.
• Proven ability to analyze complex business problems, identify root causes, evaluate alternatives, and recommend practical solutions.
• Demonstrated ability to translate business needs into clear and actionable information for technical teams, vendors, and decision makers.
• Experience supporting testing, defect management, user acceptance, implementation readiness, and organizational change.
• Strong facilitation, interviewing, negotiation, presentation, stakeholder management, and consensus building skills.
• Excellent written and verbal communication skills, including the ability to communicate complex information to technical and nontechnical audiences.
• Ability to work independently, exercise sound judgment, manage competing priorities, and lead cross-functional activities.
• Ability to identify and communicate project risks, issues, assumptions, constraints, and dependencies.
• Proficiency with modern tools used for documentation, data analysis, process modeling, collaboration, project tracking, and backlog management.

Additional Considerations

• Experience serving as a senior or lead Business Systems Analyst in government, regulatory services, public safety, grants management, licensing, credentialing, or a similarly complex environment.
• Experience leading business analysis efforts for enterprise, cross divisional, application modernization, or vendor managed initiatives.
• Proficiency with SQL and/or Power BI.
• Hands‑on experience with Azure DevOps, Jira, Planview, Visio, or comparable requirements, project-management, and process modeling tools.
• Experience performing data analysis, data mapping, reporting requirements, system integrations, data conversion, or migration.
• Demonstrated experience supporting technology procurements, vendor evaluations, statements of work, contract deliverables, or solution acceptance.
• Knowledge of information security, privacy, accessibility, records management, and Virginia state government technology requirements.
• Relevant certification or training such as CBAP, CCBA, PMI-PBA, PMP, Scrum, Lean Six Sigma, ITIL, or a VITA project management qualification.

Special Instructions

Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. In addition, the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The starting salary range is $95,000 to $105,000 plus the state’s benefits package.
