Job Duties

Wage employees are subject to the following conditions of employment:
• Wage employees serve at the will and pleasure of the appointing authority.
• Continuing employment is based on available funding and business need.
• Wage employees are not covered by the provisions of the Virginia Personnel Act. Therefore, they are not eligible for benefits which are provided to salaried employees, such as leave credits, holiday pay, insurance, access to the grievance procedure, etc.
• Wage employees are paid only for the hours they actually work.
• Virginia state law currently requires that agencies not permit wage employees to work in excess of 29 hours per week on average over the course of a year. Wage employees may not work for VDH beyond 1,500 hours during the period of May 1 – April 30 of the following year (the Standard Measurement Period).
• Once a wage employee works the maximum of 1,500 hours during the Standard Measurement Period, the employee may be rehired as a wage employee of VDH only after the next Standard Measurement Period has begun.
• Wage employees are eligible to apply for all classified positions for which recruitment has been initiated, including those limited to State Employees Only.
• If a wage employee becomes employed in a classified position, he/she will be eligible to purchase retirement credit for the time worked as a wage employee.

Serves in a medical specialty and provides expert guidance to medical and nursing professionals in a particular field of practice such as family medicine, obstetrics, internal medicine, etc. Oversees service delivery in the medical specialty and performs administrative actions in support of his/her area of assignment. Provides direct care to patients and must be licensed by the Virginia Board of Medicine.

Direct Patient Care
• Appraises the medical status of patients in one or more of the following areas: Pediatrics, Communicable Disease/STI, or Family Planning. • Reviews and completes patient’s data base, which may include chief complaint, presenting symptoms, past medical history, review of systems and interval history. • Reviews immunization status and updates immunizations as needed. • Performs physical examinations as it relates to the reason(s) for the visit. • Orders indicated laboratory studies. • Assesses the severity of patients' clinical condition. • Establishes a plan of care, including medication(s), immunizations, referral(s), therapeutic procedures, etc. • Schedules follow-ups when indicated and evaluates the effectiveness of previously implemented treatments. • Educates patients regarding sexually transmitted infections, pregnancy, family planning and health problem(s) or directs appropriate public health department personnel to do so. • Educates parents of pediatric patients about the child's health problems or directs appropriate public health personnel to do so

Indirect Patient Care
• Records visits in a concise, clear, logical manner and documents plans, treatments, and interventions, including immediate and/or long-term management on the appropriate form and section of the medical record. • Prepares medical summaries on specific patients for purposes of referral to other medical agencies/providers or requests for medical information. • Completes school forms and other forms as necessary for school entry. • Reviews laboratory results and takes appropriate action based on these results. • Participates in groups which perform program evaluations within the local and State Health Departments preparing summary report of group sessions. • • Serves as a preceptor to visiting medical students, residents and fellows. Lab-Related Duties • Performs Saline and KOH wet preps. • Documents all quality control activities. • Performs CLIA waived proficiency laboratory tests, such as hemoglobin or hematocrit, glucose, urinalysis, or cholesterol testing following established rules of quality control and quality assurance.

Education
• Review current literature and journals. • Assumes responsibility for maintaining competence in clinical practice. • Participates in a variety of educational activities or multidisciplinary staff training on a regular basis to maintain and increase competence. • Contributes to the education of public health nursing staff, medical students, residents and fellows who rotate through the district. May be required by VDH to adjust work hours, location, and job duties and participate in training to meet public health business needs, including emergencies. If this position is designated as a mobile worker, this includes both working in the field and teleworking at an alternate location when not in the field or during an emergency closing. Who We Are: The Roanoke City and Alleghany Health Districts (RCAHD) are two health districts in the Commonwealth of Virginia under the Virginia Department of Health and employ approximately 140 staff. Minimum Qualifications

• Knowledge of adult, adolescent, and/or pediatric medicine.
• Skill in medical management of adults and pediatric/adolescent patients and their families.
• Ability to communicate with patients, families and staff.
• Ability to educate and train students and staff regarding patient care.
• Ability to utilize resources appropriately and make referrals as needed.
• Skill in coordinating a multidisciplinary approach to patient care.
• Completion of an approved residency program in internal medicine, family medicine, pediatrics or obstetrics/gynecology.
• Board certification (or eligibility) in field of specialization.
