Job Duties
The Department of Conservation and Recreation (DCR) seeks a qualified, skilled professional procurement officer to provide the foundational support for the agency’s procurement and contracting activities. The position will conduct routine procurements in compliance with the VPPA, APSPM, and relevant agency policies. This position will help maintain accurate and complete procurement files, support the use of eVA and other procurement tools, perform research and analysis on procurement questions, and prepare recommendations based on policy. This position will also contribute to improving the agency’s processes, utilizing technology and automation where applicable.
Minimum Qualifications
- Knowledge of the VPPA (Virginia Public Procurement Act), APSPM (Agency Procurement and Surplus Property Manual), and how to apply these regulations effectively to ensure compliance while securing goods and services needed.
- Detailed experience in efficiently filing robust procurement files and adhering to records retention requirements.
- Experience with an e-procurement solution, preferably eVA
- Experience researching, analyzing, and evaluating procurement issues, making sound decisions while providing recommendations.
- Demonstrated ability to think creatively and strategically to streamline process and procedures.
- Experience prioritizing tasks.
- Advance experience with MS Office Word, Excel and PowerPoint.
- Experience working independently and in a team setting.
Additional Considerations
- Possession of the Virginia Contracting Associate (VCA) certification
