If hired by VCE you will start or restart a 12 month probationary period. This is for all New Hires, Transfers, returning State Employees.

Procurement Specialist Seniors procure goods and services and provide procurement guidance for all VCE end users. Assists and supports manufacturing operations as needed to achieve strategic objectives for:

• Quality products
• Accurate and complete orders delivered on time.

Minimum Qualifications

• Evaluate and monitor contract performance to ensure compliance with contractual obligations, effectively model professional business conduct, ethical dealing, and procurement expertise.
• Working knowledge of State procurement laws, contract law, and contract administration and management.
• Current experience in purchasing, procurement/staff training, researching/analyzing and negotiating contracts.
• Effective writing skills to develop complex solicitations. Experience using office automation tools (to include MS Office), automated procurement systems, and e-commerce.
• Provide back-up oversight of the Small Purchase Credit Card (SPCC) program, and to provide support and training to credit card holders.

Additional Considerations

• VCO certification or ability to obtain within 12 months of hire.
• Intermediate proficiency in MS Word, Excel, Outlook, internet navigation/use, and basic to intermediate proficiency in SyteLine.
• Intermediate proficiency in purchasing, planning, organizing, record-keeping, problem-solving, and negotiation.
• Intermediate proficiency in time management, attention to detail, prioritizing, and decision making.
• Intermediate knowledge in general business, contract administration, strategic planning, resource allocation, raw materials, production processes, quality control, costs, and other factors impacting the manufacturing and procurement of goods and services.
• Intermediate knowledge of sources of supply, commodities, price indices, and manufacturing markets.
• Ability to work independently, resolves problems, and performs effectively in complex work situations that involve extensive procedural requirements.
• Ability to communicate clearly both orally and in writing, communicate technical information, confer with vendors, make presentations, write business correspondence, and prepare contracts and Invitations for Bid (IFB) and Request for Proposal (RFP).
• Ability to listen effectively, handles difficult situations, get along well with others, demonstrate a positive attitude, and earn the respect of workforce and colleagues.
