Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced, analytical, and results-driven HR professional to serve as the HR Process Improvement and Change Management Analyst within the DBHDS Office of Human Resources Management (OHRM). Reporting to the Deputy Chief Human Resource Manager, this position supports OHRM in strengthening the effectiveness, consistency, and efficiency of human resource operations across the Department. This position analyzes HR business processes, workflows, and operational practices to identify opportunities for improvement, standardization, and increased efficiency; develops and maintains standard operating procedures, process maps, workflows, job aids, implementation resources, and other operational documentation to support consistent HR practices; and supports the successful implementation of HR policies, procedures, programs, systems, and operational initiatives through change-impact assessments, stakeholder engagement, implementation planning, communications, training and other change-management activities. This position also conducts operational reviews and post-implementation assessments to determine whether HR policies, procedures, and processes have been implemented as intended and are operating effectively; and identifies implementation gaps, process risks, and inefficiencies, conducts root-cause analysis and develops practical recommendations and corrective actions to strengthen HR operations. This position is primarily remote and field-based. Work will be performed through a combination of approved remote and onsite work at DBHDS facilities and other Department locations based on operational, project, and stakeholder needs. Reporting to Central Office or other designated locations based on business needs may also be required. A valid, unrestricted driver’s license and an acceptable driving record in accordance with the Commonwealth’s Driver Safety Program are required.
This recruitment is limited to current DBHDS employees due to the position’s need for significant DBHDS-specific institutional and operational knowledge. The successful candidate must possess an established understanding of DBHDS organizational structure, Human Resources operations, agency policies and practices and the operational environment of Central Office and/or DBHDS facilities. This knowledge is essential to independently evaluate existing HR processes, identify operational and implementation gaps, facilitate process improvements, support organizational change, and assess the effectiveness of HR policies and procedures, and initiatives across DBHDS.
Minimum Qualifications
• Considerable experience in human resources, business process improvement, organizational effectiveness, change management, business or program analysis, quality assurance, or a related area.
• Knowledge of DBHDS organizational structure, Human Resources operations, business practices and the operational environment of Central Office and/or DBHDS facilities.
• Experience applying and interpreting DBHDS and Commonwealth of Virginia human resources policies, procedures, practices, and operational requirements.
• Experience developing process documents, including standard operating procedures, programs, or operational practices and identifying opportunities for improvement, standardization, and increased efficiency.
• Experience supporting implementation of organizational changes, including new or revised policies, procedures, programs, systems, or business processes.
• Experience conducting process reviews, operational assessments, quality assurance activities, post-implementation reviews, or similar evaluative activities and developing recommendations based on findings.
• Ability to conduct gap and root-cause analyses and develop practical and sustainable recommendations for operational improvement.
• Experience facilitating stakeholder meetings, process-mapping sessions, workgroups, implementation activities and change-management initiatives involving multiple organizational or functional areas.
• Ability to interpret complex information, prepare reports, and executive-level recommendations and communicate findings clearly and effectively both orally and in writing.
• Ability to independently manage multiple projects and priorities and work effectively with limited direct supervision in remote and field-based environments.
• Ability to travel to DBHDS facilities and other locations throughout the Commonwealth. Travel is an essential function of this position and is expected to comprise approximately 10% of work time, including overnight travel.
Additional Considerations
• HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP).
• Experience leading or participating in enterprise-wide or multi-site HR process improvement, organizational effectiveness, or change-management initiatives.
• Experience developing and implementing process-improvement methodologies, operational standards, quality assurance measures, or continuous-improvement practices.
• Experience conducting operational audits, implementation reviews, or assessments involving HR programs, policies, procedures, or business processes.
• Experience with project management, change-management, process-mapping, data visualization, or business-analysis tools.
• Experience working with HR information systems, workflow technology, reporting tools, or automation solutions.
