Job Duties

The Virginia Department of Emergency Management is currently seeking a qualified candidate to become our Policy and Compliance Specialist!

**This is a wage position, limited to 1,500 hours per agency during the May 1–April 30 work year, which resets annually. Wage employees may not average more than 29 hours per week over that period and are not eligible for state benefits.

The Legislative and Compliance Specialist supports VDEM’s legislative affairs, policy development, and organizational compliance efforts. The role ensures timely and accurate fulfillment of statutory and regulatory requirements, including FOIA responses, annual reporting obligations, and records management standards. The Specialist provides research, analysis, drafting, and coordination support for agency leadership, contributing to effective legislative engagement and transparent public communication.

*This position is eligible for two days of telework per week. Due to the public-facing nature of the role, regular onsite presence is required.*

All VDEM employees are designated as essential personnel and may be required to work during emergency situations such as inclement weather and natural or human-made disasters. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the Employee Work Profile.

Minimum Qualifications

• Considerable experience with policy analysis, research, and data analysis.
• Demonstrated ability of strong writing, editing, and oral communication skills, including standard formatting and protocol for professional correspondence and formal reports.
• Possess the ability to identify and implement process efficiencies.
• Demonstrated ability to work collaboratively with individuals at various levels.
• Ability to communicate complex issues clearly and effectively, both verbally and in writing.
• Experience with FOIA.

Additional Considerations

• Knowledge of Virginia FOIA laws and records management practices.
• Knowledge of legislative process and state government structure.
• Experience working in local, state, or federal government, public policy, legislative affairs, or a related field.
• Familiarity with Virginia state government, the legislative process, and state budgeting practices.
• Bachelor’s degree in public administration, political science, emergency management, communications, law, or a related field; an equivalent combination of education, training, and experience may substitute for a degree.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
