Job Duties

The Virginia Department of Education (VDOE) is recruiting for a Director of Information Technology to assist the Superintendent of Public Instruction, Chief Operations Officer, Deputy Superintendent of Innovation, Student Pathways & Technology, Senior Leadership, and agency staff to lead, manage, and support technology systems, approaches, and functions for the VDOE.

The mission of the Director of Information Technology and Systems is to effectively leverage assigned resources to promote, support, assist, and oversee the development, implementation, and proper deployment of practices, technologies, and innovative approaches that further the mission and priority goals of the DOE Department of Data, Research and Technology and overall Virginia Department of Education

The Director of Information Technology will be expected to perform the following duties:

• Ensure expectations are clear, well communicated, and relate to the goals and objectives of the department, staff receives frequent, constructive feedback, including interim evaluations as appropriate, and staff has the necessary knowledge, skills, and abilities to accomplish goals.
  
• Ensure all necessary VITA, Procurement, and CSRM considerations and approvals are attained in a timely and proactive manner to enable proper use of technology tools for the agency.
  
• Define approaches for regression testing, UAT, net-new testing, and automated testing protocols.
  
• Assist in keeping data models/ERDs, data dictionaries, and Metadata repositories are kept up-to-date.
  
• Define the future technology vision for the agency and establish an achievable path to that end.

Minimum Qualifications

• Comprehensive knowledge and skills in designing/developing educational technology systems and planning for their implementation.
  
• Considerable program and project management skills with a deep understanding of technology.
  
• Ability to procure, set-up, organize, track, and manage technology assets (hardware and software).
  
• Ability to apply leadership, management skills, and problem solving capabilities to deliver successful programs and outcomes.
  
• Ability to apply strategic planning to ensure that all systems necessary to support objectives are operating on budget and providing maximum value.
  
• Ability to understand and articulate highly technical concepts to both more technical and less technical audiences; exceptional SDLC and organizational skills.
  
• Experience with educational data and documented evidence of effective use of data analytics.

Additional Considerations

• Graduation from an accredited college with a degree in information systems, computer science, or related field or an equivalent combination of education and experience is preferred; an advance degree in education is preferred.
