Job Duties:
The objective/mission of the Virginia Industries for the Blind (VIB) is to employ and develop Virginians who are blind, visually impaired or deaf/blind to achieve their desired level of employment through the manufacture and delivery of quality products and services. To accomplish this objective / mission requires VIB to operate similar to a traditional business; maintaining efficient production, service and retail operations with strict financial controls to assure adhering to VIB's self-funded obligation, i.e., to accomplish its mission without the use of General Funds.
We are seeking a VIB Procurement Officer to process all assigned purchases in accordance with Commonwealth Purchasing Regulations and VIB Procurement Procedures for State-side; and process all assigned purchases in accordance with established federal procurement procedures. Obtains all required approvals for procurements that exceed delegated spend authority of $20,000. Provides procurement guidance to end-users. Assists VIB staff in maintaining and troubleshooting Procurement systems to include: eVA, Odoo, Counter Point (for a short period).
Duties include but are not limited to:
- General Procurement and Contracting
- Contract Management
- Communication, Troubleshooting, and Problem Solving
- Consult with Supervisor on any sensitive vendor or end user issues as they occur
- BSC Back-up Support:
- Provide back-up support to the VIB Clerk for Counterpoint purchases on an as-need basis.
- Processes Purchase Orders for EDI administrative items which are not stocked in BSCs.
- Maintains procurement files to include all required documents.
- Purchase Requisition/specifications.
- Quotes
- Purchase Order and any other related documents.
- Ensure accurate price quotes are obtained from vendors and/or verify the requested items are available via a contract from which VIB has approval to procure goods and/or services.
- Receive and relay vendor messages to appropriate staff in an accurate and expedient manner.
- Key data into Counterpoint within two business days of receiving Purchase Requisitions.
- Request appropriate approvals prior to issuing Purchase Orders.
Other duties and/or special projects as assigned.
Completes duties and/or projects as needed or directed by supervisor.
Minimum Qualifications:
Certification:
- Certification as a Virginia Contracting Associate.
Experience:
- Experience in the development of specifications packages, the management of Commonwealth of VA competitive solicitations and contract awards, processing sole source and emergency determinations.
Knowledge:
- Working knowledge of State procurement laws including but not limited to the Virginia Public Procurement Act (VPPA); and of the Agency Procurement Surplus Property Manual (APSPM).
- Proficiency with eVA procurement systems, e-commerce, and inventory management.
Skills:
• Demonstrated skill in using automated procurement systems, e commerce platforms, and inventory management tools.
• Strong attention to detail.
• Strong oral and written communication skills; demonstrated telephone and customer service skills.
• Proficiency with automated purchasing software, MS Word, Excel, and database management.
Abilities:
- Demonstrated ability to process purchase requisitions into purchase orders in accordance with established policies and procedures supporting base supply operations.
- Demonstrated ability to interpret specifications and complete purchase orders in accordance with applicable policies and procedures.
- Ability to work effectively in a high-volume environment.
- Ability to establish and maintain effective working relationships with vendors and internal end users.
Additional Considerations:
- Experience in Virginia public procurement/purchasing.
- Current Virginia Contract Administration and Risk Management (VCARM), Contracting Officer (VCO) certification or ability to obtain VCARM within one year of hire and VCO within two year(s) of hire; see https://vip.dgs.virginia.gov/ for more information on certification process.
- Certification as a Certified Professional Public Buyer (CPPB).
- Training in business or another related field.
- Knowledge and/or experience with VIB procurement processes
