Job Duties
The Virginia Department of Education (VDOE) is recruiting for a Grants Monitoring Specialist to support activities that move the organization's mission forward, specifically described in the Department's strategic plan to address the needs of students with disabilities and other student services. This position provides effective support as a member of the Department of Finance team, provides the highest expertise in the Commonwealth in the area of finance.
The Grants Monitoring Specialist will be expected to perform the following duties:
- Ensure compliance with the post- award financial provisions of grant funds related to the CCDBG federal award and sub awards.
- Analyze allocations posted by Budget and reimbursement requests submitted by grants sub recipients.
- Determine sub recipient compliance with federal policies, grant award provisions, current indirect cost rates, and VDOE procedures.
- Ensure payments are processed accurately and in compliance with state and federal regulations.
- Ensure fiscal integrity of agency accounting records by analyzing federal budgets and expenditures and making recommendations for budget development and approval of requested modifications.
- Maintain complete, accurate and detailed documentation associated with all spreadsheets and procedures.
- Assist with or Manage Special Projects as Determined by the Finance Grants Manager.
- Respond to requests for technical assistance in a timely manner and provides accurate and concise information to requestor.
Minimum Qualifications
- Demonstrated knowledge of federal grant reimbursement process related to and not limited to Elementary and Secondary Education Act (ESEA), Every Student Succeeds Act (ESSA), and Individuals with Disability Education Act (IDEA), Child Care Development Block Grant
- Demonstrated knowledge of federal laws and regulations as they apply to local school divisions and other grant subrecipients.
- Demonstrated knowledge of automated financial systems such as Oracle Financials general ledger and payables and Web-based systems.
- Demonstrated ability to communicate effectively with all levels of government and officials and private organizations.
- Demonstrated ability to utilize Microsoft 365 products especially MS Excel and Word.
- Demonstrated ability to apply knowledge of financial, accounting, and auditing functions.
Additional Considerations
- Demonstrated experience performing governmental accounting procedures is preferred.
