In this role, you’ll help lead major broadband initiatives and work closely with communities, government agencies, broadband providers, and other partners to expand reliable connectivity across the Commonwealth.
As the Associate Director of Deployment Programs, you’ll play an important leadership role in advancing Virginia’s broadband infrastructure and connectivity goals. You’ll oversee state and federally funded programs, support and guide staff, manage program and project resources, and help ensure initiatives are well planned, effectively implemented, and meeting their goals. You’ll also build strong working relationships with local governments, broadband providers, state and federal agencies, nonprofits, consultants, and other partners to help move projects forward and deliver meaningful results for Virginia communities.
As a senior leader, you will:
Provide strategic direction and accountability for assigned programs, making sure they meet both short and long term goals, follow applicable requirements, and use resources effectively. You’ll also help ensure that programs are responsive to the needs of communities and support the Office of Broadband’s overall mission.
What You’ll Do:
• Establish priorities, work plans, performance expectations, and accountability measures for assigned programs.
• Direct the implementation and administration of state and federally funded broadband and telecommunications programs, including BEAD and future broadband initiatives.
• Provide executive oversight of deployment activities, grant administration, project implementation, monitoring, compliance, and performance.
• Ensure programs and projects comply with grant agreements, state and federal regulations, Office policies, and program objectives.
• Develop and implement project management standards, technical review processes, reporting frameworks, dashboards, and performance measures.
• Review programmatic, operational, technical, financial, and compliance information to support executive decision-making and advise the Broadband Director on status, risks, and resource needs.
• Coordinate with local governments, federal and state agencies, broadband providers, nonprofits, consultants, contractors, and other stakeholders.
• Represent the Office of Broadband in interagency, federal, and external partnerships, meetings, conferences, and public forums.
• Support federal and state policy development, legislative and regulatory initiatives, strategic planning, and the Broadband Advisory Council.
• Develop recommendations to improve program effectiveness, implementation efficiency, customer service, and stakeholder outcomes.
Valid driver’s license and ability to travel independently.
Minimum Qualifications
• Extensive knowledge of broadband and/or community/economic development programs
• Considerable knowledge of state or federal funding regulations and compliance requirements relevant to the role.
Skills
• Demonstrated skill set in written, verbal, and interpersonal communication, with the ability to convey complex information clearly, engage diverse audiences, and foster collaborative relationships across organizational levels and with stakeholders.
• Effective project management and strategic planning skills. (interview question not matrix)
• High‑level proficiency with spreadsheets, databases, and related computer applications.
Abilities
• Ability to interpret and apply complex laws, regulations, and program requirements.
• Ability to manage multiple, complex program responsibilities and meet diverse deadlines.
• Demonstrated experience leading, motivating, and directing diverse professional staff, with strategic involvement in talent and personnel management.
• Experience in the administration, enforcement, and interpretation in broadband or community and economic development programs.
• Strong experience in program design, program funding compliance, and policy development, including analyzing and evaluating program effectiveness.
• Considerable experience conducting research, performing complex technical analysis, identifying emerging issues, and translating complex concepts into targeted presentations or reports on findings.
Additional Considerations
•Experience working in local or state government is preferred.
