The Virginia Opioid Abatement Authority (OAA) is seeking a highly organized, customer-focused, and detail-oriented professional to serve as its Senior Grants Compliance Analyst. This position plays a vital role in supporting the Authority’s mission to abate and remediate the opioid epidemic in the Commonwealth by ensuring efficient management of grants and awards and related compliance.
The OAA is an independent authority governed by an eleven-member Board of Directors. Through grants and awards, the Authority funds efforts to prevent opioid misuse, expand treatment and recovery services, and reduce the impact of the opioid crisis throughout Virginia. Job Description
The Senior Grants Compliance Analyst is responsible for ensuring all grant processes, both internal and external, are documented and maintained, as well as ensuring all applicants have met all requirements of the application and award processes. This includes outreach and support, technical assistance to applicants (state and local government officials), and customized communications. The position also prepares and maintains all documents for award packages, memoranda of understanding (MOU), and for transmission of funds, in addition to reviewing funding requests, amendments, reports, and other submissions for completeness, accuracy, and compliance with applicable requirements.
Additionally, the Senior Grants Compliance Analyst supports the agency’s compliance/operational review efforts by assembling relevant documentation, responding to information requests, reviewing financial and programmatic information, identifying discrepancies requiring additional review, and coordinating with appropriate staff regarding identified concerns.
This is a full-time position (40 hours per week). All OAA employees are considered at-will.

Key Responsibilities

Grant Administration & Technical Support
• Review funding requests, amendments, reports, and other submissions for completeness, accuracy, and compliance with applicable requirements.
• Provide technical assistance and support to OAA staff, applicants and grantees regarding grant requirements, reporting, documentation, and award administration.
• Ensure grant files contain appropriate documentation to support award decisions, amendments, transmission of funds, monitoring activities, and closeout reporting.
• Communicate complex requirements clearly to state and local government officials and other stakeholders.
• Track award acceptances, contingencies, outstanding information, follow-up questions, and compliance requirements associated with OAA awards.
• Participate in the evaluation of grant applications and reports.

Grant Compliance/Operational Reviews
• Review financial and programmatic information submitted by grantees to determine compliance with approved grant activities and requirements.
• Identify discrepancies, unusual activities, unsupported expenditures, reporting inconsistencies, or other items requiring additional review and alert OAA Leadership.
• Monitor compliance requirements throughout the grant/award lifecycle, from application/proposal through award, implementation, reporting, closeout, and post-award monitoring.
• Reconcile and analyze grant-related data and documentation as needed to support compliance determinations.
• Monitor reasonable corrective-action timelines, maintain a centralized record of outstanding findings and corrective actions, as well as obtain/evaluate grantee responses to identified findings or deficiencies.

Grants Management System and Data Management
• Support ongoing enhancement of OAA’s grants management software (Salesforce).
• Translate grant administration and compliance requirements into system workflows, fields, controls, notifications, and reporting requirements.
• Maintain accurate and complete grant data records.
• Identify opportunities to automate manual processes and improve efficiency and consistency.
• Develop reports and dashboards, as appropriate, to support management oversight of the OAA grants portfolio.

Program and Organizational Support
• Collect, compile, and analyze data to support organizational planning and decision-making.
• Assist with program implementation and grants administrative process analysis.
• Provide administrative and operational support to OAA grant programs and special initiatives as assigned.

The OAA is staffed with a small team of flexible, hard-working professionals committed to the mission of saving lives and helping communities recover from the opioid epidemic. OAA staff exemplify the stewardship of public trust, guard against waste and inefficiency, and perform duties in a transparent manner. All staff members “wear multiple hats” and willingly and proactively complete any of a wide variety of duties as needed. The team environment requires all employees to bring ideas forward and help identify creative solutions. Presently, the nature of the OAA’s work requires in-person presence at the office most days, however much like the team, the work environment is also flexible and dynamic. The availability of remote work will be evaluated over time and consistent with the goals of the OAA.

Why Join the OAA?
The OAA offers the challenge and opportunity of public service, work-life balance, and an attractive compensation package inclusive of paid time off, paid holidays, as well as the Commonwealth’s health, dental, and life insurance, retirement options and more. Compensation including base pay, bonuses and pay increases are established by the Board of Directors.

This is a unique opportunity to support a mission-driven organization at the forefront of Virginia’s response to the opioid epidemic. The Senior Grants Compliance Analyst plays a critical role in ensuring the Authority operates efficiently, responsibly, and effectively as it invests in programs that improve the lives of Virginians and strengthen communities across the Commonwealth.
