Help Us Build the Team That Serves Virginia
Every day, DMV team members safeguard lives, secure identities, serve the motoring public, and support industry partners across the Commonwealth. Behind every one of them is a hiring process, and we’re looking for a Senior Talent Acquisition Consultant to make that process exceptional.
In this role, you’ll be a strategic partner to agency leaders, owning full-cycle recruitment from workforce planning through a new hire’s first day. You’ll bring precision to compliance, creativity to outreach, and data to every decision. If you love connecting great people with meaningful public service work, and you want your recruiting expertise to have real impact, we’d like to meet you.
What You’ll Do
- Partner with hiring managers on strategy. Lead workforce planning sessions, analyze position requirements, and design targeted recruitment strategies for hard-to-fill and specialized roles. You’ll guide positions through the approval process and craft compelling, compliant job postings that reflect the DMV brand.
- Run full-cycle recruitment. Post opportunities in PageUp and on platforms like LinkedIn, Indeed, and government job boards. Source talent through LinkedIn Recruiter, professional networks, referrals, and partnerships. Screen applications using structured criteria, build behavioral and technical interview questions with hiring managers, conduct screening interviews, facilitate panels, and review selection recommendations for merit-based compliance. You’ll also work with Classification and Compensation on salary offers and keep candidates informed at every step.
- Lead outreach and employer branding. Plan and staff career fairs, host information sessions, virtual events, hiring events, and open houses, and build lasting relationships with universities, community colleges, trade schools, professional associations, community organizations, and military transition and veteran service programs. You’ll help shape DMV’s employer brand through promotional materials, recruitment social media, videos, and employee testimonials.
- Measure what works. Track candidate sources, event conversion rates, return on investment, time-to-fill, and diversity metrics, then turn that data into recommendations that improve how we recruit.
- Deliver a smooth start. Coordinate background checks, fingerprinting, and reference verification, hand off complete new hire packages to HR Services, and serve as a welcoming point of contact during a new employee’s transition.
- Keep everything audit-ready. Maintain recruitment files in line with DMV policy, federal regulations, and retention schedules, and keep the Talent Acquisition Dashboard and related tracking systems current.
Minimum Qualifications
• Knowledge of federal and state employment laws and regulations governing recruitment and selection, including equal employment opportunity and merit-based hiring requirements, and ability to apply them to job postings, screening, and selection decisions.
• Experience conducting full-cycle recruitment, including developing job postings, screening applications, coordinating interviews, and communicating with candidates through the offer stage.
• Experience sourcing candidates through multiple methods, such as job boards, professional networking platforms, career fairs, referrals, and educational or professional partnerships.
• Experience developing structured interview questions and conducting screening interviews using structured interview techniques.
• Experience advising hiring managers on staffing needs, position requirements, recruitment strategies, and hiring processes.
• Experience delivering training or orientation sessions, such as interview training for managers or orientation for new hires.
• Experience planning and coordinating recruitment events, such as career fairs, information sessions, or hiring events, including logistics, materials, and staffing.
• Experience establishing and maintaining relationships with external partners, such as educational institutions, professional associations, community organizations, or veteran service organizations, to support recruitment outreach.
• Experience developing recruitment marketing materials and content, including social media content, to promote an organization as an employer.
• Experience coordinating pre-employment processes, including background checks, fingerprinting, and reference verification.
• Experience tracking and analyzing recruitment data, such as candidate sources, conversion rates, time-to-fill, and diversity metrics, and preparing reports with recommendations.
• Experience maintaining confidential recruitment records and documentation in compliance with policies, regulations, and retention requirements.
Additional Considerations
• Experience using PageUp and Cardinal for recruitment and personnel processing.
• Knowledge of DHRM Policy 2.10 (Hiring) and Commonwealth of Virginia hiring practices.
• Experience using LinkedIn Recruiter or similar candidate sourcing tools.
• Experience developing recruitment strategies for hard-to-fill or specialized positions.
• Experience recommending and implementing improvements to recruitment processes based on data and outcomes.
