Job Duties

The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Assistant Division Director in the Fiscal Division.

Job responsibilities will include, but are not limited to:

Under the direction of the Agency Controller, this position provides direct oversight to the Cash Management/Accounts Receivable and Grants Management areas in the Fiscal Division by supporting a variety of complex fiscal functions and financial issues to ensure compliance with the State Comptroller’s cash receipt, accounts receivable and grants management policies as well as compliance with federal policies and regulations applicable to Medicaid and the Child Health Insurance Program.

Applies comprehensive knowledge of accounting principles and financial policies, at the agency, state and federal level, to the activities of the Fiscal Division to ensure compliance as well as accuracy and reliability of agency financial data.

This position also supports the other Fiscal units (Disbursements, General Ledger, Third Party Liability, and Systems) with the accounting and reporting requirements which support of a variety of unique and complex Medicaid programs.

Supports the efforts of the Division as it strives to be recognized for sound fiscal practices with strong internal controls.

Serves as a fiscal liaison with the Division of Provider Rate Development to ensure the prompt application of receipts that support assessments and supplemental payment transactions, and the interrelated processes are documented to ensure adequate internal controls are present and functioning.

Keeps the Division Director informed of observations, makes recommendations for policy, procedure and system modifications.

Supports the Division Director and serves as the Fiscal Director when the Director is unavailable.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Considerable experience with financial operations in large complex governmental organizations.

Considerable knowledge of governmental accounting standards and generally accepted accounting principles.

Experience in conducting research of financial processes and policies.

Experience in developing and maintaining accounting policies and procedures.

Experience utilizing Microsoft Office products (Word, Excel, PowerPoint, Outlook) as well Adobe Acrobat.

Knowledge and /or experience interpreting federal or state laws and regulations.

Experience meeting deadlines.

Experience communicating with internal and external stakeholders.

Considerable experience identifying, developing and implementing operational efficiencies and improvement to support accurate and timely collection, recording and reporting of financial data.

Considerable experience in leading complex fiscal functions to include accounts receivable, cash management and accounts payable, disbursements, and general ledger.

Considerable experience with interpreting and applying Commonwealth accounting policies and procedures.

Experience with Commonwealth Accounting and Human Resource Management systems.

Experience with Oracle Financial System.

Knowledge and experience with Medicaid programs.

Experience with the Commonwealth's Agency Risk Management and Internal Control requirements.
