The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as a Telecommunications Contract and Supplier Management (TCSM) Contract & Supplier Manager.
This is a key position necessary to support the effective management and governance of VITA's transformed telecommunications business.
VITA has executed a contract amendment with Calero, it's current cloud provider of VITA's Telmaster system, to not only upgrade the current telecom platform but also move to a managed services model for ordering, inventory, invoice reconciliation, rebilling, and disputes.
The Telecommunications Contract and Supplier Management (TCSM) Contract & Supplier Manager is responsible for the day-to-day management of the contract with Calero, ensuring that VITA and Calero comply with contract terms and conditions, as well as supplier performance.
This position is responsible for Service Level Agreement (SLA) measurement and reporting, driving improvement of service quality, root cause analysis, auditing and risk management. The Contract and Performance Manager is the primary source of detailed knowledge on the TEMS contract for VITA, especially SLA's. Ensures new services or modifications to existing terms and conditions are negotiated in a timely manner, effectively, and with appropriate levels of performance (SLAs) and costs agreed.
In addition, this position will work collaboratively with other contract managers, VITA service owners, and financial analysts to effectively manage the delivery of VITA's telecom services and managed services, including driving the efficient and effective review and approval of critical deliverables.
The Contract and Supplier Manager will provide support to the broader team managing all of the additional telecommunications contracts and suppliers, including assistance with RFPs, contract modifications, ensuring adherence to statutes, regulations, policies, processes, and procedures, review of reports, deliverables and SLAs, management of governance issues, improvement of service quality, root cause analysis, and risk management. This will also include SRS reporting, IFA reporting and cost/charge adherence.
The position will work collaboratively with all members and leadership within the Chief of Financial Operations organization, the Strategic Sourcing Specialists and Category Managers, VITA Service Owners, Financial Analysts, CAMS, Legal and Legislative Services, Business Readiness, Communications, technical teams and suppliers to effectively manage and oversee delivery of telecommunications and managed services, including driving improvements and resolution of performance and contract issues and concerns.
In the immediate term, this role is pivotal in the completion of the documentation of team processes and roles and responsibilities, and ensuring the team is positioned to manage the incoming deliverables, SLAs, and has the capability to manage rebates, credits, milestone payments and other financial interfaces related to the contractual obligations and remedies.

Minimum Qualifications
Experience with technology service contracts and contract management processes and practices, including procurement and modification.
Experience managing supplier relationships.
Experience managing supplier performance and supplier contractual compliance.
Ability to interpret procurement law and policies.
Excellent written and verbal communication skills.
Strong interpersonal skills.
Excellent leadership and teamwork skills.
Results oriented and self-motivated.
Proficient with Microsoft Excel and other MS Office and productivity tools, including VISIO.
