Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly motivated leader in public health service delivery and data analytics to serve at the executive level within the agency. The Enterprise Business and Analytics Manager will support agency efforts to identify and leverage information for Commissioner-level decision-making and agency strategic planning and execution. The candidate must possess curiosity and creative thinking skills focused on performance improvements in health care service delivery and the various business platforms and processes for doing so.
The successful candidate will be a forward-thinking leader with blended experience in public health policy and information analytics centered on data visualization, engineering and modeling, data analysis, and reporting with strong communication and stakeholder management skills. The Manager will be responsible for ensuring the ongoing maintenance and development of multiple enterprise-level Power BI reports displaying critical information about agency operations and the operation of the publicly funded behavioral health system. Beyond maintenance and development, the Manager must be comfortable engaging with executive leadership in the review and use of the data products to support agency strategic and operational decision-making. Further, the Manager will lead by example and use change management and collaboration skills to support and elevate existing agency business and data analytics functions throughout the agency. Focus here will lead to additional uniformity of data products and elevated standards for top-level agency practical data visualization and use.
This position will work in conjunction with the agency’s Strategic Planning and Execution team. This team engages in top-level agency initiatives across all divisions and domains and regularly engages with internal and external stakeholders to include community services boards, other state agencies, administrative personnel, and legislative staff and membership.
Additional responsibilities include: (section #21 or the Core Responsibilities section of the EWP)
• Project Management: Lead project management activities for efforts related to dashboard development, data analysis, stakeholder engagement, training and technical support, and process documentation. Coordinate planning and facilitation of regular meetings to engage relevant stakeholders and drive team performance.
• Executive Dashboard Management: Oversee dashboard development, maintenance, and associated data management for executive dashboards supporting executive-level reporting and decision making.
• Analytics Projects: Guide project scoping and oversee analysis process for high-priority analytics projects, as defined by Strategic Planning and Execution Office, stepping in to provide technical expertise and training where appropriate to develop team members and ensure deadlines are met. Lead engagement with relevant stakeholders across the agency to validate findings and refine approach.
• Stakeholder Engagement: Regularly engage with diverse stakeholders across the agency at all levels and facilitate conversations to provide dashboard updates, identify and understand data to incorporate, validate dashboard pages to ensure data are appropriately portrayed, and gather feedback to inform future dashboard enhancements.
Minimum Qualifications
• Demonstrable experience advancing / leading analytics projects and/or dashboard development.
• Advanced proficiency in dashboard development, UX/UI, and data management / engineering using Power BI.
• Considerable professional experience, working in and/or leading teams.
• Ability to effectively prioritize and execute tasks in a high-pressure environment for self and others.
• Ability to read and adjust to communication styles of project team leads, team members, and contractors who come from a wide range of disciplines.
• Experience or aptitude with data-driven decision making and supporting others (non-technical staff) to engage in data driven decision making through the creation of accessible tools and reports.
Additional Considerations
• Experience in Healthcare and Public Sector or related business / industry.
• Skilled at collaborating with cross-functional teams and stakeholders to discuss technical concepts / data, solicit user feedback, and provide technical support / training.
• Program evaluation knowledge and skills, including use of logic models and operationalization of key outcomes.
