Job Duties
The Department of Human Resource Management (DHRM) is seeking a qualified individual to serve as a Software Applications Developer within the Office of Information Technology. In this role, the position will support the overall scope and objectives of DHRM efforts to modernize existing business infrastructure and processes for business transformation, enhance the quality of IT products and services, analyze data to inform business decisions, recommend technological solutions to business needs, and source and implement new business technology. Software Design and Development:
Design, develop, and enhance complex software solutions to support application development initiatives. This includes preparing detailed design documentation, performing coding, unit testing, and integration testing to ensure that projects are completed on schedule and align with user expectations.
System and Database Analysis:
Analyze program specifications and contribute to efficient database design, including the development of tables, views, stored procedures, and functions.
Application Development Using Modern Technologies:
Develop robust applications utilizing a range of Web and Cloud technologies, including Visual Studio, Visual Studio Code, SQL Server Management Studio, Azure Data Studio, Azure DevOps, Microsoft Azure, LINQ Pad, C#, .NET Framework, .NET Core, Blazor.NET, Web Forms, ASP.NET, Web Services, Entity Framework, IIS, and other relevant tools and frameworks.
Microsoft Power Platform and Office 365 Solutions:
Develop and maintain solutions using Microsoft Power Platform and Office 365 technologies to enhance business processes and productivity.
Project Collaboration:
Assist in the development and implementation of comprehensive project plans, ensuring alignment with departmental objectives.
Documentation:
Create and maintain detailed documentation for applications, automated utilities, projects, and standard operating procedures.
Customer Support Leadership:
Monitor and lead help desk operations to provide exceptional support to both internal teams and DHRM customers.
Process Improvement:
Contribute to the establishment of standards, processes, and procedures that enhance customer support and overall service quality.
Minimum Qualifications
Considerable experience in developing software solutions using C#, .NET Framework, Web Forms, ASP.NET, .NET Core, and Blazor.NET. Proficient with modern development tools such as Visual Studio (2019+), Visual Studio Code, and SQL Server Management Studio. Working knowledge in building solutions with Microsoft SQL Server. Experience using the Microsoft Power Platform to develop solutions that support business processes. Familiar with cloud environments including Microsoft Azure, Azure DevOps, and GIT, supporting deployment and continuous integration activities. Knowledge of the design, development, and maintenance of enterprise-level systems that support business operations. Competent in application debugging and problem-solving techniques to identify and resolve issues. Ability to incorporate security requirements into application design and development. Knowledge of the SDLC, including post-production support and industry best practices. Ability to maintain and support automated computer systems as part of routine operations. Strong written and verbal communication skills, capable of conveying technical concepts to diverse stakeholders. Demonstrated ability to work effectively in a team environment as well as independently, establishing priorities and meeting objectives. Proficient in using Office 365 (Word, Excel, PowerPoint), Visio, and Windows 11 for documentation and project support. High school graduate or equivalent.
Additional Considerations
Working knowledge of a health benefits database and Secure Web Services is a plus.
