The Assistant Director of Workforce Development supports the strategic mission of the Workforce Development Department and reports to the External Affairs Division. The Assistant Director of Workforce Development maintains knowledge of regional labor market trends, employer needs, and regional funding priorities to develop and deliver high-quality, relevant training programs. The Assistant Director of Workforce Development provides leadership to the Workforce Training and Development Division and collaborates in providing access to new and expanded workforce training opportunities and designing and delivering comprehensive pathways to employment. This includes but is not limited to (1) personnel management, (2) assisting with budget management, (3) class planning and scheduling, (4) internal and external reporting, (5) data management, and (6) employer relations. The Assistant Director of Workforce Development meets with new and existing businesses and industry leaders with the goal of identifying the need for new programs and new workforce training opportunities, as well as establishing new business and industry partnerships. A key role of this position is staying abreast of emerging and new industries in the region by collaborating with Economic Development Organizations and local and regional government entities. This candidate must also know, or obtain knowledge of, programmatic accreditation/certification to develop and execute a training program.

Duties and Responsibilities:

The Assistant Director of Workforce Development is responsible for articulating the mission of the Dyersburg State Community College Workforce Development department to prospective students and businesses in various settings, including information sessions, industry meetings, etc. This position cooperates with internal and external constituents in a broad context of operations and planning. This position is responsible for short-term, non-credit programs and project management of those said programs.

RESPONSIBILITIES:

  • This position oversees multiple workforce development programs across multiple college locations, with travel required as appropriate.
  • Collaborates regularly with local and regional Economic Development Organizations and the Vice President of External Affairs to identify opportunities for developing new or customized training programs.
  • Collaborates with internal and external stakeholders regarding training program needs and/or ideas.
  • Analyzes industry needs through various means and seeks out opportunities to support regional industries with training programs.
  • Responsible for developing, managing, and delivering new workforce training programs and apprenticeships.
  • Developing new courses and certificate programs to produce workforce contact hour gains of 5% and meet revenue goals annually.
  • Develops, organizes, and oversees all college locations’ College for Kids program. Works with the Director of Work Force Development to identify instructors, volunteers, and staff to oversee each scheduled summer program.
  • Oversees all onboarding and manages the apprenticeship program for Dyersburg State Community College
  • Collaborates directly with certification agencies to ensure program alignment and appropriate accreditation and credentialing requirements for new programs.
  • Leads course design and course objectives while collaborating with industry and faculty.
  • Supports the Director of Workforce Development in developing and managing budgets associated with new workforce training programs.
  • Identifies and recommends individuals from the instructor pool for new workforce training programs.
  • Develops new instructor orientation specific to the training program being taught.
  • Supervises new training program faculty to ensure the objectives of the program are met and ensure compliance with college and industry policies and procedures.
  • Provides technical and/or professional coordination and leadership in executing day-to-day operations for newly developed training programs.
  • Works directly with the Director of Workforce Development to continue training programs beyond initial execution.
  • Coordinates with campus deans/directors and off-site locations for training space, which includes classrooms and labs.
  • Surveys business and industry to determine the effectiveness of newly established programs and makes adjustments accordingly.
  • Maintains transparent communication with internal and external stakeholders.
    • Provides timely follow-up and follow-through to all stakeholders.
  • Produces accurate and timely reporting of program status.
  • Reports data on enrollment, contact hours, and headcounts and maintains various databases.
  • Resolves conflicts or complaints from students, industry partners, faculty, and staff.
  • Advises students and families regarding educational opportunities.
  • Collaborates with business and industry for partnerships to assist with advisory committees, program development, donations, enrollment, and job placement.
  • Promotes new training programs by attending industry functions, career fairs, high schools, and community meetings, as well as traveling as necessary to represent the college at said events.
  • Organizes and conducts Information Sessions for the general public to promote new programs.
  • Assists the Director of Workforce Development in seeking grants, managing grant awards, and preparing RFPs for grant submissions.
    • When necessary, teach courses in given areas of expertise and serve as a backup instructor in the given areas of expertise.
    • Provides administrative support to the Director and answers calls, emails, and questions from internal and external constituents.
    • Responsible for other reasonable, related duties as assigned.
  • Other duties as assigned.

Working Conditions:

At times active. Must be able to lift up to 25 pounds. Some outdoor work is required (i.e. assistance at golf tournaments). Occasional night and weekend work required.

Required Qualifications:

Bachelor’s Degree and 5 years related experience within the Technical Trades industry sector. Working knowledge of MS Office (Word, Excel, Outlook, Etc.) Ability to remain adaptable and flexible to different situations and changes, including learning new systems and processes. Ability to create accurate program budgets.

Preferred: Bachelor’s degree in a business-related field with 7 years of industry-related experience and 2 years in Program Management. Certifications in OSHA.

Minimum starting salary is $36,900 annually ($18.92 per hour). With additional experience pay increases to a maximum of $46,100.
