General Function:
Serves as a key member of the Human Resources team, delivering comprehensive HR services across the employee lifecycle. This position plays a vital role in supporting institutional goals through expertise in employee training and development, staffing and recruitment, classification and compensation, employee relations and investigations, and HR operations. Supervises HR Analysts and ensures consistent application of HR policies and practices to support a positive, and legally compliant workplace culture.
Minimum Qualifications:
Bachelor’s Degree in Human Resources or related field earned from a regionally accredited institution and at least three years of professional Human Resources experience.
Preferred Qualifications:
Master’s Degree in Human Resources or related field earned from a regionally accredited institution, at least three years of professional Human Resources experience and active PHR or SHRM-CP certification.
Major Duties and Responsibilities:
- Lead the onboarding experience for new employees, including the development of materials, presentation delivery, cultural integration, and follow-up engagement
- Assist EDHR with classification compensation activities including but not limited to job analysis, reclassifications, market research, equity reviews, and organizational structure updates
- Coordinate and facilitate recruitment and staffing efforts, including posting positions, reviewing advertising strategy, and vendor relationships.
- Conduct or support employee relations investigations in collaboration with the EDH, EDOCE, or ADOCE; document findings and provide recommendations.
- Identify workforce training needs, develop and deliver internal HR training programs, and coordinate with external training providers when needed.
- Supervise and support HR Analysts, providing technical guidance, performance feedback, and training.
- Assist with the development and implementation of HR policies, procedures, and standard operating processes.
- Manage the department’s communication strategy, including creation and distribution of the HR Connects employee newsletter.
- Maintains HR Purchase card, orders necessary items as approved by EDHR and/or ADHR, balances HR purchase and travel accounts and submits all required documentation to the ADHR, EDHR and business office.
- Prepare, review, and process a full range of employment actions including appointments, promotions, separations, transfers, and position changes; ensure data integrity in HR systems.
- Prepare and submit institutional and external HR reports, ensuring accuracy and timeliness.
- Perform other duties as assigned by the Executive Director of Human Resources.
Knowledge, Skills and Abilities:
- Comprehensive knowledge of human resources practices and employment laws.
- Understanding of confidentiality requirements and best practices in handling sensitive HR matters.
- Familiarity with higher education policies, procedures, and accreditation requirements.
- Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.
- Proficiency in conducting workplace investigations and resolving complex employee relations issues.
- Ability to conduct research, develop professional reports and make presentations of reports and research results to Executive and management staff.
- Ability to develop and deliver training content for a variety of audiences.
- Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues.
- Skill in analyzing and evaluating various policy and HR related issues.
- Knowledge of computerized information systems used in human resources applications.
