JOB SUMMARY

The Chief of Campus Police is responsible for the development, implementation, and administration of law enforcement, security, crime prevention, safety, and parking for both the main campus and campuses within the college’s five-county (5) service area.. This role involves establishing policies and procedures that ensure the safety and well-being of the college community, including students, faculty, staff, and visitors.

Additionally, the Chief will work closely with various college departments and external agencies to promote safety awareness and provide educational programs. The Chief will also be responsible for developing long-term safety and security strategies that align with the College's mission and values.

MINIMUM REQUIREMENTS / QUALIFICIATIONS

  • Minimum of an Associate’s Degree in Criminal Justice, Law Enforcement, or a related field from an accredited institution is required.
  • Six (6) years of practical experience in all phases of law enforcement with a minimum of three (3) of the six (6) years in law enforcement supervisory experience.
  • The appointee must meet the Tennessee Police Officers Standards and Training (POST) requirements and be eligible for certification upon initial employment.
  • A background check will be required.
  • Preferred-Graduation from FBI National Academy, Northwestern School of Police & Command, or Command Level Supervision / Leadership course.

ESSENTIAL JOB FUNCTIONS

Crime Prevention and Law Enforcement (40%)

  • Coordinate staff efforts in crime prevention, patrol operations, criminal investigations, charging, radio communications, and parking functions for all college locations.
  • Maintain continued surveillance of all areas within department jurisdiction to enforce regulations and laws.
  • Investigate accidents involving persons or property and pursue appropriate action.
  • Enforce policies regarding vehicular traffic and parking.
  • Perform shift work and “hands on” police/security functions.

Community Engagement and Support (25%)

  • Provide protection for College personnel, property, and guests.
  • Provide safety and security prevention and education programs.
  • Be supportive of students, faculty, and staff and the mission of the College.
  • Provide liaison with Student Services and other College offices.
  • Coordinate security needs for athletic and other scheduled events.

Administrative and Compliance Tasks (25%)

  • Prepare and communicate work schedules for assigned employees.
  • Responsible for pre-employment selection and supervision of Campus Police employees (Police Officers and Security Officers).
  • Coordinate and plan crisis and disaster plan, drills, and activities.
  • Compile statistical data, issue correspondence, and supervise records maintenance.
  • Ensure compliance with POST regulations and required training.
  • Testify in court and legal proceedings.

Strategic Planning and Management (10%)

  • Responsible for purchasing all security equipment and supplies.
  • Manage administrative functions, including departmental budget.
  • Develop and implement long- and short-range Safety and Security plans.

NON-ESSENTIAL FUNCTIONS (5%)

  • The appointee may be required to achieve additional skill, knowledge, or credential levels currently required or which in the future may be required by the Tennessee Board of Regents and the Southern Association of Colleges and Schools Commission of Colleges.
  • Other duties as assigned by supervisor.

KNOWLEDGE, SKILLS AND RESPONSIBILITIES

  • Advise the Vice President for Infrastructure, Information, and Operations on all public safety related matters.
  • Understand the mission and culture of a community college and the role of campus police/security in that environment.
  • Communicate effectively and appropriately.
  • Maintain confidentiality of records and information.
  • Interact in an effective and appropriate manner with all populations, the College community and the public.
  • Ability to handle multiple tasks simultaneously.
  • Ability to effectively supervise personnel and complete all associated personnel actions in a timely and accurate manner.

WORK ACTIVITIES & EQUIPMENT

Knowledge of the use of two-way radios, computers, printers, cell phones, and other necessary law enforcement equipment to effectively operate the Campus Safety and Security office.

JOB LOCATION

The Campus Police Department, located on the main campus of Cleveland State Community College in Cleveland, Tennessee, is the primary workplace. In addition to travel for trainings and conferences both state-wide and within the United States may be required.  Additionally, occasional travel to off-campus sites within the college’s five (5) county service area may be required.
