Job Title: Vice President for Strategic Communications and Effectiveness

Campus Location: Walters State Community College - Morristown Campus (Employees are assigned to a “home” location but may occasionally or regularly be required to work at other WSCC locations.)

Job Purpose: The purpose of this position is to provide institutional leadership in communications, marketing, branding, public relations, institutional effectiveness, data management and compliance. Also, this position provides leadership in the identification and administration of private, state, and federal funds through grant writing and management.

Essential Job Functions:

  • Develops a comprehensive, integrated communications and marketing plan for the college and provides direction to the team responsible for: advertising, website development and management, printing services, publications, social media, public relations, photography, and video production.
  • Administers and manages office functions related to budget planning, unit objectives, policy, project management, purchase requisitions and receipts, and employee supervision. Oversees master task list and calendar of deadlines. Assigns tasks as needed to fulfill obligations. Directs or assists personnel throughout the college as needed. Participates in or schedules meetings to participate in college decision making and facilitate cross-functional communications.
  • Oversees the monitoring of institutional activities, policies, procedures, and program offerings to ensure compliance with federal, state, and accreditation requirements. Initiates actions such as revising policies or informing accrediting bodies to sustain compliance. Writes letters and reports documenting Walters State’s position. Investigates complaints related to accreditation.
  • Monitors all potential contractual agreements to ensure compliance with Tennessee law and TBR guidelines; negotiates with vendors, clinical facilities, and other business partners as needed to develop agreements that are acceptable to all parties. 
  • Directs the development of and the coordination of assessment activities at the institutional, departmental, and office level. Develops and conducts assessments, surveys, and focus groups. Analyzes and compiles assessment results. Arranges for site visits by peer review teams, advises units as needed to complete assessment activities. Coordinates external research requests.
  • Directs strategic planning and institutional effectiveness processes to ensure the College is implementing its approved mission and focusing it resources through the achievement of strategic goals. Assesses the extent to which WSCC achieves these goals and compiles reports that document planning progress.
  • Serves on the College’s executive leadership team and chairs/serves on various other committees. 
  • Supervises and leads grant development and management for the institution. 
  • May perform other duties as assigned.

Required Qualifications:

  • A master’s degree in Marketing, Education, Public Administration, Business or a highly related field
  • Five to ten years of career experience in related position
  • Strong communication, interpersonal, critical thinking and writing skills
  • Knowledge of marketing, media relations, public relations, and grant writing
  • Competency in various graphic design software programs, and the ability to use common office equipment such as a computer, telephone, copier, etc.

Preferred Qualifications:

  • Prior experience in management at a public relations agency, non-profit sector, or as a grant writer
  • Prior experience in the specific position of statistician, policy analyst, accountant, attorney, compliance officer, or administrator

Leadership & Supervisory: Directs the operations of Communications and Marketing, Printing, Grant Writing, Institutional Effectiveness and Compliance, including the supervision of twelve full-time employees.

The employee in this position does not operate with direct supervision, but rather recommends policy and approves goals and objectives for the department. Work is reviewed on long-term results and actions.

Environment & Working Conditions: Office environment is temperature controlled with occasional fluctuations, well lit, and free from loud noises and unnecessary interruptions.

Physical Demands (including requirements for travel or working nights/weekends/holidays):

  • Large amounts of time spent looking at computer monitors could lead to some eye strain, stress, or headache issues. Repetitive stress injuries could occur.
  • Occasional travel to local or regional events involving WSCC could be necessary.
  • Occasional work on nights, weekends or holidays could be necessary.
