Job Summary
This role reports directly to the Compliance and Risk Officer and requires travel across Roane State's 10 campuses and additional buildings to conduct inspections and ensure compliance.
Job Duties
- Key Responsibilities:
- Develop, coordinate, and implement environmental health and safety policies and procedures to promote compliance at all locations. Stay informed about industry trends, best practices, and regulatory changes to drive continuous improvement.
- Collaborate closely with the O&M teams especially the Chief of Police, Director of Physical Plant, and Compliance Officer to identify and communicate opportunities for organizational improvements as part of the Safety and Security Team, understanding the mission alignment.
- Must demonstrate the ability to collaborate effectively with Operations and Maintenance (O&M) teams to support compliance, risk mitigation, and emergency preparedness within a higher education environment.
- Build and maintain relationships with regulatory agencies, industry groups, and all stakeholders. Prepare and submit all required reports to appropriate agencies.
- Create, implement, and update safety plans and policies, including but not limited to: Chemical Hygiene Plan, Bloodborne Pathogens Program, Hazard Communication Plan, Safety Data Sheet Access, Emergency Preparedness Plans, and Life Safety Plans.
- Manage hazardous, biological, and chemical waste reduction and abatement efforts, ensuring proper handling, storage, labeling, and disposal.
- Chair the Roane State Emergency Management Team and ensure the emergency plan is updated at least annually.
- Lead the Safety Committee, maintaining and updating the Health and Safety Manual annually.
- Maintain OSHA safety logs and all required recordkeeping and reporting, ensuring compliance with administrative safety regulations.
- Conduct risk assessments and audits to identify hazards and implement corrective actions, eliminating risks to employees, students, and facilities.
- Perform safety inspections and audits to assess employee compliance with safety regulations.
- Coordinate and assist with monitoring, auditing, testing, and inspections required by EPA, TDEC, OSHA, TOSHA, NFPA, and state fire and elevator inspectors. This includes fire extinguishers, AED stations, first aid kits, elevator certifications, chemical lab hood certifications, safety signage, and ADA or safety audits.
- Prepare and conduct required training, exercises, and drills for staff, ensuring continuous review and improvement of safety training programs.
- Review, maintain, and report accident and incident logs.
- Conduct Investigations as necessary and as requested by Compliance Officer.
- Serve as backup for the Compliance Officer for related duties including the college’s business continuity plan.
- Perform other duties as assigned.
Minimum Qualifications
• Associate degree or at least three years of relevant experience in safety, environmental health, or compliance-related functions.
• Knowledge of safety policies and OSHA standards.
• Strong interpersonal and communication skills, with an emphasis on clarity and impact.
• Ability to identify and lead training initiatives that foster understanding and compliance.
• Organized and detail-oriented, with experience managing health and safety documentation and workflows in a higher education environment.
• Sound judgment and problem-solving skills to address compliance gaps and operational risks.
Preferred Qualifications
