About the Department:

Risk, Safety, & Resilience (RSR) provides overall strategic oversight of the University's risk profile and management efforts, as well as provides leadership to sustain a safe and healthful environment for our community to learn, work, live, and thrive. RSR serves the university by managing enterprise and operational risk, health, safety, environmental, emergency management programs in collaboration with our partners and stakeholders.

About the Position:

The Risk Control Manager assists the Director of Risk Management in the management of the University’s Insurance and Risk Management Programs. Duties include liaison for the University to the Commonwealth’s Department of the Treasury, Division of Risk Management (DRM) and external organizations in matters dealing with insurance. Manage the Commonwealth’s Risk Management Plan to protect the Commonwealth and the University’s reputation and financial assets. The Risk Control Manager also assists the University community in building a solid risk awareness program and integrating risk awareness and practices into all University activities, in order to reduce conditions that may lead to injury or loss of university resources. Serves as the Program Administrator for Programs Events and Camps (PEC) involving Minors, Incident Accident Coordinator and University Travel Advisory Committee (UTAC) Action Officer. ORM’s technical programs administrator to include maintaining Driver Awareness and Golf Cart online training, Risk data trends and analysis reports, insurance loss runs reporting and document management. The position serves as the Risk Manager in the absence of the Director.

Responsibilities:

Assist in Managing the Commonwealth's Risk Management Plan and Insurance Analysis 

  • Assists in maintaining contact with the Department of Risk Management (DRM) in order to address the university’s unique requirements and applying the Commonwealth’s Risk Management Plan;
  • Assists in managing Mason’s commercial policies for Cyber Risk and International Travel Liability;
  • Assists in the purchase of one-time specialized insurance;
  • Assists with analysis of claims data to identify trends and risks, and provides actionable recommendations for insurance renewals and university risk mitigation strategies; and
  • Monitors insurance reimbursements and reconciliation of claims.
  • Reviews contracts for insurance requirements for special events.

Certificate of Insurance management

  • Applies risk application methods, technical knowledge and serves as a resource to effectively accomplish the goals of the insurance program and satisfy customer needs;
  • Interprets policy and develop procedures;
  • Continuously strives to improve the work process and level of service;
  • Manages insurance workflow for submission or requested documentation and reports; and
  • Attends meetings at DRM and raises issues of interest to the Director for discussion and/or resolution. 

Risk Management Program Administration 

  • Incident Accident Program Manages RSR’s Incident and Accident database; and
  • Reviews Incident Reports, and Accident & Incident data and implements corrective actions as necessary for risk control.

Programs Events and Camps (PEC)

  • Serves as the Program Coordinator for PEC with minors on campus;
  • Assists RSR to revise policies related to minors on campus;
  • Serves on the PEC executive committee as chair;
  • Assists Camp Administrators in accessing exposure;
  • Develops administrative controls to minimize exposures;
  • Primary investigator for all incidents involving minors;
  • Independently manages minors on campus exposure with minimum supervision from Director; and
  • Stays current on all aspects of evolving exposures related to hosting minor’s programs at IHE.

International Travel Liaison (UTAC Action Officer)

  • Manages requests for travel to hazardous locations as the UTAC Action Officer;
  • Responds to traveler’s inquires and provides first line review of submitted UTAC applications;
  • Provides regional travel data to committee members and ensures operating efficiency related to application review, approvals, and tracking;
  • Manages and coordinates revisions to the International Travel Policy, UTAC Charter and UTAC application as needed; and
  • Participates in committees, groups, and departmental meetings related to the risks and insurance needs of international travelers.

Technical Programs Management (Risk training, database, forms library, URMIA/PRIMA, HEPNET)

  • Manages ORM’s department databases, training presentations, roadshows, and electronic documents library; and
  • Monitors and engages in conversations with professional organizations related to loss control, risk assessments, mitigations strategies, campus events, and minors' programs to benchmark and maintain industry standards.

Emergency Operation Response 

  • Assists Risk Management Director with timely notification to unit leadership of the following situations:
    • Emergency and urgent issues;
    • High risk and high-profile threat assessment information;
    • Notifications to regulatory agencies and announced/unannounced inspections; and
    • Egregious or unusual safety issues to include but not limited to situations involving Principal Investigators, contractors, students, employees, visitors, or emerging safety threats that occur on and off campus. 

Required Qualifications:

  • High school diploma or equivalent;
  • Prior management experience with respect to project management and administrative responsibilities;
  • Experience developing and delivering effective trainings, presentations and programs;
  • Must possess a broad understanding of safety to include managing the institutional risk exposures;
  • Considerable claims experience;
  • Claims investigation experience;
  • Knowledge of Commonwealth’s Risk Management Plan and relative Code of Virginia Laws as well as principles of risk management process;
  • Knowledge and ability to apply International Travel Insurance terms and conditions to university travel;
  • Ability to read, understand and apply insurance coverages for property, auto, cyber, medical malpractice and tort liability;
  • Ability to interpret, analyze and develop policies and procedures;
  • Ability to read, understand and enforce safety policies and procedures;
  • Ability to work effectively with diverse stakeholders;
  • Ability to stand and walk for 4 hours to conduct insurance site visits;
  • Ability to bend, crawl, and kneel to conduct site/claim investigations;
  • Excellent oral and written communication skills;
  • Proficiency in Word, Excel, Access; and
  • Valid driver's license: must currently possess an appropriate, active, valid motor vehicle operator’s license that meets all of GMU’s requirements for operating state vehicles and equipment under Mason’s Vehicle Use Policy 1411 https://universitypolicy.gmu.edu/policies/vehicle-use/. The Office of Risk Management reserves the right to review the driver’s licenses and Motor Vehicle Reports (MVRs) of all candidates selected with employment contingent upon a favorable review.


Due to the unique role that RSR plays in emergency situations, each employee is designated to respond as requested during emergencies. Expectations for availability require that home and cell phone numbers be provided. In emergency situations, these numbers may be called and it is expected that the employee will respond when they are able. Repeated instances of unavailability will be addressed by the supervisor; however, the employee is not expected to be "on call".

Preferred Qualifications:

  • Bachelor’s degree in business or related field preferable or risk management education or equivalent; and
  • Experience at an institute of higher education.
