JOB TITLE: Assistant Superintendent for Operations and Administrative Services

 

IMMEDIATE SUPERVISOR: Superintendent

 

GENERAL DESCRIPTION:  The assistant superintendent for operations and administrative services is responsible for the operation, supervision and evaluation of operations and administrative service functions, including supervision and oversight for the finance and payroll, facilities maintenance, pupil transportation, and school nutrition departments. The position is responsible for providing a wide range of services to a variety of internal and external customers, as well as for providing financial leadership to ensure proper information is available to make appropriate financial decisions and for establishing a system of internal control to safeguard the school division’s assets. The assistant superintendent for operations and administrative services reports to the superintendent and may act on behalf of the superintendent during the latter’s absence. 

 

ESSENTIAL FUNCTIONS: 

  • Advises the superintendent on all matters concerning the operations of the school system. 
  • Serves as a contributing member of the superintendent’s senior leadership team. 
  • Provides supervision and oversight for the finance and payroll, facilities maintenance, pupil transportation, and school nutrition departments. 
  • Provides educational leadership, administrative direction, supervision, and technical assistance and support to school principals. 
  • Conducts building and classroom observations to assess educational and operational effectiveness and assist school administrators to establish and maintain a productive learning and working environment. 
  • Provides guidance and available resources to school administrators to assist them in maintaining an effective educational environment. 
  • Maintains, interprets, and complies with current state and federal laws, regulations, and guidelines as they relate to operations and administrative services. 
  • Serves as the superintendent’s designee, as needed. 
  • Prepares and/or oversees budget preparation and the budget implementation process and monitors and maintains annual budget and spend-down. 
  • Attends and participates in local, regional, state and national meetings and conferences to keep abreast of current and emerging developments in all operational and administrative functions. 
  • Supervises and manages performance for direct report subordinates, including hiring and firing, performance evaluation, assigning workload and special projects, monitoring attendance and granting leave. 
  • Prepares reports and studies for the purpose of providing information to the school board, superintendent, other staff members, and the public and/or complying with regulatory requirements. 
  • Presents information on various topics, as needed, to convey information and to gather feedback. 
  • Performs other duties as required.

 

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of the principles, procedures and practices of public school operations. Knowledge of governmental accounting procedures, budgeting requirements, payroll and school finance. Excellent oral and written communication and presentation skills. Demonstrated ability to establish and maintain effective working relationships with students, parents, school officials, teachers, support staff, law enforcement, external organizations and community members, and federal, state and local agency representatives.

 

EDUCATION AND EXPERIENCE:

Postgraduate professional license with an endorsement in Administration and Supervision PreK-12. Minimum of three (3) years successful experience as a building-level administrator in a public school system and five (5) years successful experience in teaching. Experience working as a central office administrator and additional studies beyond the master’s degree in curriculum development and school administration is preferred.

Visual acuity is required for preparing and analyzing written or computer data, operation of office equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The worker is not subject to adverse environmental conditions.
