Position Summary

Under the direction of the assistant director or director, will supervise activities of the Public Safety Department on one of three shifts; coordinate shift scheduling for regular, part-time, and student officers; and perform duties as assigned including performing all the duties of a public safety officer as needed.

Duties/Responsibilities 

  • Perform all duties and responsibilities assigned by the assistant director or director.

  • Supervise, coordinate, and participate in activities relating to public safety, security, traffic, parking and criminal offenses. Communicate information to officers on a regular basis which affects the public safety function.

  • Supervise and assist with investigations of personal injury accidents, auto accidents, property loss and damage, disturbances and other violations occurring on University property.

  • Accountable for the efficiency, discipline, appearance and general good conduct of security personnel under their supervision.

  • Understand, interpret, and keep informed of all applicable rules and regulations of the University, especially the Student Code of Conduct. Explain said policies and regulations to subordinates, faculty, staff and visitors as needed.

  • Interpret and explain University regulations and policies to subordinates.

  • Assist and instruct subordinates in the proper performance of their duties, giving special attention to members serving their probationary period.

  • Take proper action in all violations of rules. The enforcement of rules and regulations and the preservation of life and property is the duty of all Public Safety Officers regardless of rank.

  • Evaluate performance of assigned personnel by observing the activities and capabilities of Public Safety personnel by devoting as much time as possible in the field to ascertain whether or not duties are promptly and efficiently performed.

  • Report in writing to the Director cases of misconduct, incompetence, neglect of duty or violation of the rules, regulations, or established procedures of Public Safety personnel under their supervision. Initiate immediate corrective actions, if and when needed.

  • Review all incident, accident and injury reports that are filed with the Public Safety department. Supervise and assign necessary investigations and follow up activities to accidents and incident reports and safety violations.

  • Assist in the preparation of Annual Performance Evaluations for Public Safety Officers.

  • Assist the lieutenant, assistant director or director in planning by advising them of personnel or situations which require attention.

  • Understand, interpret, and keep informed of all applicable rules and regulations of the University, especially the Student Code of Conduct. Explain said policies and regulations to faculty, staff, and visitors as needed.

  • Attend professional development courses and in-service training.

  • Complete Federal Emergency Management Agency (F.E.M.A.) and National Incident Management Systems (N.I.M.S.) courses as required by Public Safety

  • Assist with scheduling and coordinating the training of new public safety personnel.

  • Provide information at orientation fairs and other university events.

  • Must maintain appropriate dress and appearance while on duty and set a good example for subordinates at all times.

  • Performs all duties of a Public Safety Officer as required.

  • Occasionally, perform dispatch duties.

  • Perform other related duties as assigned.

Required Knowledge and Skills

  • Associate degree in Law Enforcement, Protective Services, or related field required. Or an equivalent combination of four years education and/or work experience in campus security, law enforcement, military, or related field required.

  • Supervisory experience or supervisory training required.

  • Must possess valid Indiana State Driver's License and an acceptable driving record as defined by USI's Vehicle Safety Policy (https://handbook.usi.edu/vehicle-safety-policy).

  • Ability to maintain confidentiality of department reports.

  • Must possess excellent listening and oral communication skills, effective even with unpleasant, angry, or discourteous individuals and in difficult situations. Also, must possess clear written communication skills suitable to emailing and to creating reports for internal and external individuals. Communications, both oral and written, must be fact-based and clear to others.

  • Ability to deal swiftly, rationally, and decisively with potentially unruly individuals in precarious situations.

  • Status is deemed “essential employee." Required to report to duty assignment 24/7.

  • Ability to respond to emergencies from off-duty status.

  • Candidate must either have upon hire or successfully obtain within one year of employment concurrent with the needs of the department and based on classroom availability and thereafter maintain the following certifications:

    • Health care provider CPR, AED, Standard first Aid.
    • Emergency Medical Technician (EMT) / First Responder.
    (In order to obtain certifications, must pass the third-party provider’s criminal background check and physical examination which includes a drug screening, and must have current immunization records, TB test and hepatitis B vaccine.)
    • National Incident Management System (NIMS).
    • Complete FEMA Courses.
    • Hazardous Materials for 1st Responders.
    • Technical Rescue Awareness for 1st Responders.
    • Hazmat Awareness.
    • Critical Incident Training (CIT).
    • Other certifications/ recertification or specializations as assigned or required.

  • Must also meet all qualifications and functional requirements of the Public Safety Officer position.

Preferred Knowledge and Skills

  • Experience with University and Unit procedures preferred.

Functional Requirements

The position requires:

  • Ongoing independent physical access to areas throughout the University campus, with frequent exposure to a variety of weather conditions, including periods of adverse weather.

  • Frequent periods of driving or riding in a vehicle, sometimes for extended periods of time.

  • The regular use of sensory abilities such as hearing, seeing, and smelling to independently assess emergency situations.

  • Accurately and factually observing, recalling, reporting, and recording a variety of situations.

  • Periods of remaining still, standing, walking, running, bending, stooping, and crawling or otherwise positioning oneself in order to assist in emergency situations or to provide emergency medical care.

  • On a regular basis, moderate physical activity which includes the independent handling of average objects and equipment weighing up to 70lbs, and the occasional independent exertion of up to 20 pounds of force, including for the purpose of depressing sternum when performing CPR.

  • Periods of exposure to high places, cramped spaces, noise, machinery and its moving parts, fumes, chemicals, and toxic substances.

  • Periodically, independently achieving and maintaining effective physical restraint of other individuals.

  • Using computers and computer systems (hardware and software) to retrieve information, to create documents, and to send communications.

  • The consistent presentation of a calm and professional demeanor while responding to time sensitive and high pressure situations, and while interacting and cooperating with University employees, students, and visitors.

Regular Work Hours/Travel Requirements

  • Standard work hours:
    1st shift: Rotating days off, 7:00 a.m. to 3:00 p.m.
    2nd shift: Rotating days off, 3:00 p.m. to 11:00 p.m.
    3rd shift: Rotating days off, 11:00 p.m. to 7:00 a.m.

  • Works five days per week with rotating two days off.

  • Occasional overtime may be required.

  • Occasionally, standard work hours may be revised to meet special assignments.

  • Some travel may be required for training or continuing education.
