Department Summary

The Correctional Medicine Department is a non-academic service-line under UNTHSC’s Office of Clinical Innovation. This Department oversees and manages two Comprehensive Medical Services contracts with Federal Bureau of Prisons (BOP): Federal Medical Center (FMC) Fort Worth – male facility and FMC Carswell – female facility.


Correctional Medicine serves as the prime-vendor contractor responsible for providing inpatient/outpatient facility and specialty physician services for these two FMCs. We provide additional on-site specialty clinics and other locum tenens services at each prison facility. We have an established Correctional Medicine – Provider Network of local hospitals, outpatient centers and ambulatory health clinics that we subcontract with to provide health care services for our contracts. We also utilize our HSC Health faculty practice plan to provide a number of these specialty services.


Both of our federal contracts are fee-for-service arrangement with rates based a percentage premium to the current Medicare Fee Schedule. Each contract is awarded under the terms and conditions of the Federal Acquisition Regulation. These are 5-year service contracts with a Base Year and 4 one-year option periods. We were recently awarded a new contract effective on May 1, 2021 for the FMC Fort Worth facility and we are currently operating under Purchase Order extension for FMC Carswell until a new contract is awarded.


We currently employ 31 staff who provide support services for four key areas: Clinical Operations; Business Operations; Financial Operations, and Administrative Operations. Correctional Medicine also has other internal groups that provide support for our operations including UNT’S Office of General Counsel, Business Service Center, Finance, ITS, Media Relations and Institutional Compliance.

Position Overview

The Correctional Medicine Department at the University of North Texas Health Science Center is seeking a Clinical Operations Coordinator to join our team. This position will be responsible for assisting with the coordination and oversight of the clinical operations for UNTHSC’s Comprehensive Medical Services contracts with the Federal Bureau of Prisons (BOP) and other CMD-assigned projects and contracts. Responsibilities include providing oversight and support for clinical operations with the goal of meeting contract performance requirements, strengthening contract relationships, and ensuring efficient service delivery.


The Clinical Operations Coordinator will coordinate, oversee, and monitor clinical operational requirements such as clinical scheduling, onsite clinic operations, and Correctional Network Provider and Facility support. This position will also oversee and assist in TeleHealth operations at both facilities, which includes coordinating and managing TeleHealth schedules, ensuring proper use of telemedicine software and technology, facilitating communication between providers and facility staff, and troubleshooting technical or scheduling issues to ensure seamless virtual patient care delivery. The coordinator will also track and document TeleHealth sessions, monitor provider availability, and support training initiatives related to telemedicine processes and tools.


Additional duties include assisting in the development and maintenance of departmental policies and procedures related to clinical operations, as well as maintaining open communication with the CMD Clinical Operations Manager, Senior Clinical Operations Coordinator, Correctional Medical Director, UNTHSC Risk Quality Management, and CMD Executive Staff as appropriate.

Minimum Qualifications

Completion of an accredited Medical Assistant program and current Medical Assistant Certificate and seven (7) years of experience in a hospital and/or ambulatory care setting or any equivalent combination of education and experience.

Knowledge, Skills and Abilities

  • Ability to coordinate, oversee, and monitor clinical scheduling, clinical operations, and clinical outcomes and performance on health care contracts.
  • Strong knowledge of TeleHealth operations, including scheduling and coordination of virtual visits, communication with remote providers and facility staff, and effective use of telemedicine platforms and technology to ensure seamless care delivery.
  • Must be computer literate and technologically competent to communicate effectively in written and electronic media across all levels within a health care organization.
  • Demonstrated proficiency with clinical scheduling software, electronic medical record (EMR) systems, telemedicine platforms, and
  • Microsoft Office software applications.
  • Excellent written, verbal, and interpersonal communication skills, with the ability to build positive relationships and facilitate clear communication among multidisciplinary teams.
  • Ability to prioritize, multitask, and manage competing responsibilities efficiently while meeting all required deadlines.
  • Strong problem-solving and organizational skills, with attention to detail and the ability to adapt to evolving clinical and technological environments.

Preferred Qualifications

  • Five (5) years of experience in a hospital and/or ambulatory care setting.
  • A valid Texas LVN License is preferred but not required.
  • Experience working within correctional or public health settings and familiarity with TeleHealth operations are advantageous.

Required License/Registration/Certifications

  • Completion of an accredited Licensed Vocational Nursing (LVN) program or an accredited Medical Assistant (MA) program.
  • Possession of a valid Texas LVN License or current Medical Assistant Certificate.

Job Duties

  • Coordinate and oversee onsite and TeleHealth specialty clinics, ensuring BOP Health Services staff and UNTHSC contract providers are supported per CMD policies, procedures, and BOP contract terms. Monitor monthly clinic calendars across facilities to ensure adequate scheduling that meets inmate referral volumes.
  • Ensure providers have the necessary clinical support—including documentation, staffing, equipment, and supplies—for both onsite and TeleHealth clinics. Provide scheduling support for onsite and offsite appointments and procedures, maintaining efficient coordination of care and compliance with contract performance standards.
  • Facilitate effective communication among clinical providers, BOP Health Services staff, CMD leadership, and external partners to maintain smooth workflows and efficient information flow. Participate in Utilization Review and other status meetings, contributing operational insight and recommendations for improvement.
  • Identify and communicate trends or issues related to scheduling, referrals, special needs cases, equipment, or documentation. Collaborate with CMD Clinical Operations and BOP Health Services leadership to develop and implement performance improvement plans aligned with Quality Control standards.
  • Provide hands-on assistance during onsite and TeleHealth clinics, including patient coordination, room setup, vital signs collection, and chaperoning as needed. Support departmental training initiatives and provide backup coverage for Clinical Operations staff and leadership.
  • Perform additional responsibilities as assigned to support the mission, goals, and operational effectiveness of CMD and UNTHSC’s Comprehensive Medical Services contracts.
