Department Summary

Risk Management Services' programs provide proactive support for the strategic, operational and financial foundation of the University of North Texas. A safe academic environment is the top priority of our department and staff members. We help identify, analyze and mitigate risks so that the UNT community can freely pursue opportunities for growth and advancement. Our staff members also work to identify, protect and conserve university resources from loss. To achieve our goals, we work together with the UNT community to help them proactively manage risks, implement preventative measures, plan for their challenges and work through any issues that occur.

Position Overview

This position is responsible for the oversight and management of the University's environmental programs to ensure compliance with federal, state, and local regulations. Programs of responsibility include, but are not limited to, air, wastewater, stormwater, spill control, underground/aboveground storage tanks, and hazardous waste management. This involves permitting activities, auditing, reporting, field work, training, and the ability to interact with outside regulatory agencies. The Environmental Program Manager must also be able to create, develop, and improve written policies, procedures, and manuals. As such, the position requires a broad understanding of environmental regulation, technical expertise, and the ability to work productively with a variety of people and departments across the UNT campus.

Minimum Qualifications

Bachelor's Degree in Chemistry, Biology, Environmental Engineering, Environmental Science, or related field and three years of associated experience or any equivalent combination of education, training, and experience. Employees in this job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure and they must be able to maintain the security and integrity of the infrastructure related to this role.

Knowledge, Skills and Abilities

Strong interpersonal and communication skills with the ability to work effectively in a professional community. Ability to lead and manage multiple operations; ability to manage a variety of tasks simultaneously. Capable of working sidebyside with faculty, staff, students, compliance, legal and other professionals to produce results that meet and/or exceed expectations. Knowledge of existing and new regulations, trends, and best practices. Skill in the use of computers and technology associated with environmental work.

Preferred Qualifications

The preferred candidate will possess the following additional qualifications: Masters Degree in Chemistry, Biology, Environmental Engineering, Environmental Science, or related field and 5 years of associated experience. Possession of professional certification/credentials such as CHMM, REM, PE, or PG.

Job Duties

  • Develops and promotes sustainability programs 
  • Assists in underground and aboveground storage tank compliance 
  • Oversees the stormwater program to ensure compliance with the TPDES General Permit for Small (Phase II) MS4s and the university Stormwater Protection Plan. 
  • Oversees and assists in implementation of Spill Prevention, Control and Countermeasure (SPCC) Plan. 
  • Provides support to other areas as needed. 
  • Leads and manages multiple operations; demonstrates the ability to manage a variety of tasks simultaneously. 
  • Capable of working side by side with faculty, staff, students, compliance, legal and other professionals to produce results that meet and/or exceed expectations. 
  • Capable of working with regulatory agencies and auditors to resolve issues and represent UNT in a positive manner. 
  • Conveys information and produces reports based on audience and level of detail needed. 
  • Demonstrates a high level of emotional intelligence; capable of building and maintaining strong working relationships, understanding various perspectives to complex problems. 
  • Demonstrates the ability to understand the scope of university operations, identify and assess exposures involving chemical and research activities resulting from these operations. 
  • Understands barriers to implementing programs, policies and procedures and develops strategies to overcome such obstacles. 
  • Understands new regulations, trends, and best practices. Remains professionally active through applicable professional organizations and maintenance of applicable certifications. 
  • Demonstrates a high tolerance for ambiguity and is capable of working under considerable pressure; able to balance multiple projects and demands. 
  • Plans and implements environmental policies and procedures in compliance with federal (Environmental Protection Agency; EPA), state (Texas Commission on Environmental Quality; TCEQ), and local (City of Denton; Denton County) rules and regulations. 
  • Plans and implements programs to train faculty, staff, and students on applicable environmental programs. 
  • Manages the hazardous waste program to establish and maintain compliance with local, state, and federal regulations 
  • Manages the wastewater program to ensure compliance with permits and local, state, and federal regulations
