The nationally accredited James City County Parks & Recreation Department seeks a highly self-motivated, customer-focused, team-oriented individual with excellent leadership, communication and organizational skills to perform advanced professional and administrative work in overseeing the administration, operations and service delivery of indoor and outdoor facilities inclusive of County-wide parks, recreational facilities, community school facilities, pools and programming within the Parks and Centers Division; leads the Capital Improvements Program inclusive of master planning and coordination of capital projects and maintenance needs. The normal weekly work schedule is Monday-Friday, 8 a.m.- 5 p.m. with occasional evenings and weekends.
Responsibilities
• Oversees the administration, operations and service delivery of indoor and outdoor facilities inclusive of County-wide parks, recreational facilities, community school facilities, pools and programming within the Parks and Centers Division. • Leads the department Capital Improvements Program inclusive of master planning and coordination of capital projects and maintenance needs. • Represents the Parks & Recreation Department and the Director and serves on a variety of internal and external committees. Acts in the absence of the Director. • Conducts and supervises a wide variety of special projects in the department including policy analysis and development, program and facility development, and customer service enhancement. • Prepares reports, presentations, and provides recommendations to the Director, Assistant County Administrator, County Administrator, and/or Board of Supervisors. • Develops and adjusts internal policies and procedures that provide efficient customer service; ensures that all County policies and procedures are implemented consistently within all divisions of the department; and works collaboratively with County staff, partner organizations and citizens. • Assists with and share a key leadership role in the planning and implementation of budget, finance, human resources, marketing, communications, customer service, employee training, accreditation, and technology for the department. • Performs other duties as assigned.
Qualifications:
• Any combination of education and experience equivalent to a Bachelor’s degree in Parks and Recreation, Public Administration, or related field; and a minimum of ten years of experience managing a division or unit within the parks and recreation field. A Certified Parks and Recreation Professional, Certified Parks and Recreation Executive and/or a Master’s degree is preferred. • Must possess, or be able to obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria. • Knowledge of business planning and management, deductive reasoning and negotiation; principles and practices of parks and recreation management and enterprise activities; principles and techniques of strategic planning, forecasting, cost benefit analysis, and program evaluation. • Knowledge of master planning, best practices, leadership principles and safety and liability management as it pertains to leading parks and facilities; principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction. • Skill in use of computer software including Microsoft Office Suite; application of research and statistical techniques to department operations. • Ability to conduct research, collect data, analyze statistics, formulate and present conclusions and recommendations exercising courtesy and tact as a member of a diverse team of employees and citizens; communicate effectively both orally and in writing; work in a team setting, lead diverse teams of people and establish and maintain effective working relationships.
