About the Manager of Dual Enrollment

JOB SUMMARY

Reporting to the Associate Dean of Access, Outreach, and Dual Enrollment, the primary purpose of this position is to provide leadership and oversight of the Spokane Community College (SCC) Dual Enrollment programs, with an emphasis on strategic growth, regional partnership development, and expansion of early college access opportunities.

This position operates within a rapidly expanding dual enrollment landscape, including significant growth in Running Start enrollment (approximately 30% increase), expansion of Associate of Arts (AA) in the High School pathways, increased Career Technical Education (CTE) Dual Credit and College in the High School offerings, and the development of new partnerships such as Trades High School initiatives. The Manager plays a critical role in scaling these programs while maintaining quality, compliance, and equitable student access.

This position will develop, expand and evaluate programs; provide information for the development and evaluation of curriculum in partnership with faculty and ensure programs are compliant with contracts and accreditation standards; and serve as a liaison with regional high schools. This position directly supervises the Dual Enrollment Support Supervisor who oversees program coordinators and front-line operations, ensuring effective day-to-day management of Dual Enrollment services.

The Manager of Dual Enrollment serves as the primary contact with program participants, parents and teachers/school districts with regard to program and course setup, registration, payments and information regarding program policies and activities. The Manager is responsible for a variety of public relation functions; registration implementation and processing; and placement testing and program setup. They will coordinate with Spokane Falls Community College (SFCC) and the District Business Office.

DUTIES AND RESPONSIBILITIES

  • Provide leadership and oversight for the development, expansion, and administration of SCC's Dual Enrollment programs in accordance with guidelines established by Spokane Colleges, the Washington State Board of Community and Technical Colleges (SBCTC), and the National Alliance of Concurrent Enrollment Programs (NACEP). *
  • Oversee students' progress and completion goals in order to provide the best support services to program participants. *
  • Develop and implement an operational plan for Dual Enrollment programs that includes budget management to ensure the economical and effective use of the financial resources. Maintain Dual Enrollment budgets and ensure appropriate spending and compliance. *
  • Ensure contract compliance. Assist the Associate Dean with development and negotiation of contracts with school districts and other partners. Responsible for coordination of contracts with current and potential partnerships. Independently consult with program participants and teachers with regard to course setup, registration and payments; provide information regarding program policies and activities and recommend alternate course of action. *
  • Develop and maintain relationships with school districts, community organizations, and other partners. Foster a friendly, supportive and collegial atmosphere for students, faculty, staff and the public. *
  • Serve as the liaison for SCC's Dual Enrollment programs such as AA in the High School, CTE, and College in the High School initiatives. *
  • Supervise classified and part-time hourly employees and workstudy students (train, schedule, evaluate, discipline and respond to grievances). Adhere to classified contracts and all district rules and regulations ensuring efficient operations of Dual Enrollment programs. *
  • Inform and educate staff about behavior and performance expectations, provide timely and accurate feedback regarding performance, and ensure performance and behavioral problems are corrected promptly and effectively. *
  • In partnership with instruction, review credentials and organize orientation for dual enrollment faculty. *
  • Track and report program enrollment trends, program completion, and retention and placement success. Monitor activities to determine consistency with program goals and ensure timely and accurate information is communicated to the Spokane Colleges Business Office. *
  • Monitor and ensure SCC's compliance with external regulatory bodies e.g., NACEP for dual enrollment programs. *
  • Prepare a wide variety of materials such as procedures, analyses, and reports in order to provide recommendations about program activities, future trends and issues related to dual enrollment. *
  • Promote and scale dual enrollment programs through strategic outreach aligned with expanding regional partnerships and increased demand. Participate in community meetings as well as on advisory boards. *
  • In collaboration with the Student Recruitment Manager and program partners, foster public relations and community outreach with high schools and the community to promote Dual Enrollment programs. *
  • Create and maintain marketing and promotional materials and participate in student recruitment activities. *
  • Provide timely and accurate educational information to prospective students regarding Running Start, CTE Dual Credit degrees, CTE College in the High School, certificates, courses, college policies and procedures as well as campus and community resources. *
  • Coordinate and manage Running Start Outreach events on and off-campus. *
  • Model professional decorum and mutual respect in all personal interactions. *
  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
  • Support and advance the Spokane Colleges strategic plan and perform related duties as required.
  • May assist with enrollment management initiatives and other areas in Student Services as needed.
  • May participate on campus committees or work groups as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in education, business management or a related field from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • 3 years' experience coordinating educational programs, projects or activities.
  • Strong interpersonal skills with a demonstrated passion for, commitment to, and success for serving youth.
  • Knowledge of planning, implementation, and monitoring of budgets and contracts.
  • Ability to communicate effectively both orally and in writing to present and exchange complex academic information to individuals and groups.
  • Knowledge of K-12 education system with the ability to interpret regulations and guidelines to remain in compliance.

DESIRED QUALIFICATIONS

  • Master’s Degree or higher in education, business management or a related field from an accredited institution.
  • Knowledge of social media applications and their uses for student communications.
  • Experience working in higher education with faculty and administration or comparable business setting.
  • Prior experience with Running Start, CTE Dual Credit (Tech Prep) or other dual enrollment programs.
  • Experience with the program review process.
  • Demonstrated success working with diverse populations.
  • Experience with accreditation standards such as the Northwest Commission on Colleges and Universities or National Alliance of Concurrent Enrollment Partnerships National and regional accreditation standards.

PHYSICAL REQUIREMENTS

  • Work is performed in a normal, temperature-controlled office environment.
  • Work directly with students/clients.
  • Work involves constant interruptions and requirement to answer on demand questions by phone, in person, or electronically.
  • Move up to 25 lbs. frequently and up to 50 lbs. occasionally for events. Team lifts are encouraged and to be used at the employee’s discretion.
  • Frequent repetitive hand/wrist motions and finger manipulation.
  • Frequent oral and auditory communication with others.

CONDITIONS OF EMPLOYMENT

  • 12-month position.
  • This position is overtime eligible.

This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA retirement plan or WA State Dept. of Retirement Systems Pension Plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of 8 hours per month, effective upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.
