Duties & Responsibilities:

The Deputy Title IX Coordinator supports the Title IX Coordinator in the overall administration of the institution’s Title IX and Sex-Based Misconduct and support for pregnant and lactating student compliance efforts, including ensuring equal access to educational programs and activities, addressing incidents of sexual harassment, sexual assault, gender-based discrimination, and other forms of sex-based misconduct. The Deputy Coordinator/Assistant Director is responsible for working with the Title IX Coordinator to provide strategic leadership and shape institutional policy. This position involves a combination of intake and supportive response responsibilities, case management, policy development, and training efforts. The Deputy Title IX Coordinator will serve as a key resource for students, faculty, and staff, ensuring adherence to federal, state, and institutional policies.

Key Responsibilities:

1. Team Leadership & Strategy:

  • Serve as an advisor and thought partner to the Title IX Coordinator related to institutional compliance, training and supportive response, and team-wide strategic planning.
  • Support the Title IX Coordinator in enacting and implementing federal Title IX regulations and related state obligations, including policy development and refinement, procedural redesign, and campus-wide change management.
  • Represent the Title IX Office, when needed, in various institutional and divisional leadership meetings and committees.
  • Contribute to long-range planning, staffing models, and service delivery strategy for the Title IX Office.

2. Intake and Supportive Response:

  • Serve as an accessible point of contact for individuals seeking assistance or reporting incidents of sex-based misconduct or Title IX concerns.
  • Provide initial intake for Title IX and Sex-Based Misconduct-related complaints, guiding individuals through available resources, options, and processes.
  • Works to create capacity around intake and supportive response best practices for the EAS division staff.
  • Provide support and guidance for students navigating pregnancy or related conditions to ensure they understand their rights and available adjustments.
  • Coordinate supportive measures and provide referrals to counseling, medical, legal, and other campus and community-based services as needed.
  • Ensure individuals are informed of their rights, options for reporting, and the institution's grievance processes, and offer individuals assistance in making informed decisions.
  • Oversee graduate interns or staff conducting outreach and intake responsibilities.

3. Case Management:

  • Assist in the management of Title IX complaints, including maintaining records, tracking cases through intake and informal resolution, and ensuring compliance with applicable timelines.
  • Collaborate with campus offices, including student conduct and academic integrity, human resources, University legal counsel, and VCU Police Department, to facilitate case resolution in a timely, fair, and impartial manner.
  • Maintain privacy and ensure that sensitive information is handled in accordance with institutional policies and legal requirements.
  • Provide guidance to partner offices when initiating joint intakes, investigations, or other procedures.

4. Policy Creation, Development, and Implementation:

  • Assist in the development, review, and revision of Title IX and Sex-Based Misconduct-related policies and procedures to ensure compliance with federal, state, and institutional regulations.
  • Work with the Title IX Coordinator to conduct and support compliance audits and policy gap analyses.
  • Support the Title IX Coordinator in the periodic assessment of institutional practices and policies and recommend improvements based on findings.
  • Monitor case law and federal and state regulatory developments and translate requirements into institutional practice.

5. Training and Education:

  • Support the design and delivery of Title IX and Sex-Based Misconduct training programs for students, faculty, and staff on issues related to sexual harassment, sexual assault, and gender-based discrimination.
  • Promote awareness and education surrounding Title IX rights, resources, and processes to create a safe and supportive campus climate.

6. Collaboration and Campus Climate:

  • Foster collaboration across the campus community to promote a safe and respectful environment for all individuals.
  • Work with various campus departments, including student affairs, academic affairs, human resources, and VCU Policy, to develop a coordinated response to Title IX- and sex-based misconduct-related matters.
  • Engage in ongoing campus climate assessments to identify and address potential issues of sexual harassment and sex-based misconduct.

7. Informal Resolution:

  • Serve as a Title IX facilitator for informal resolution processes.
  • Successfully delegate informal resolution processes to team members.
  • Collaborate with parties to determine mutually agreeable outcomes to Formal Complaints.
  • Conduct research and partner with campus offices to identify restorative outcomes available through informal resolution.

8. Other Duties as Assigned:

  • Participate in relevant committees, working groups, and initiatives aimed at improving the institution’s response to Title IX and sex-based misconduct issues.
  • Provide support for the Title IX Coordinator in institutional data collection, trend analysis, and climate assessment efforts.
  • Support the Title IX Coordinator in producing annual and ad hoc reports or memos for senior leadership and governing boards, as needed.

Qualifications:

Minimum Qualifications

  • Bachelor's degree required; Master's degree or higher preferred in a relevant field such as Higher Education, Law, Social Work, Psychology, or Public Administration.
  • At least 3-5 years of experience working with Title IX compliance, sexual harassment, sex-based violence, or related areas, preferably in a higher education setting.
  • Strong knowledge of Title IX, the Clery Act, VAWA, and other federal and state regulations related to campus sexual misconduct and gender equity.
  • Experience with case management, conflict resolution, and the intake process in sensitive and high-stakes environments.
  • Excellent interpersonal and communication skills, including the ability to provide empathetic support to individuals in distress and communicate complex policies and procedures effectively.
  • Strong organizational skills with the ability to handle multiple responsibilities simultaneously.
  • Ability to work independently, exercise sound judgment, and maintain privacy.
  • Demonstrated ability to work in and foster an environment of respect, professionalism and civility with a population of faculty, staff, and students from all backgrounds and experiences, or a commitment to do so as a staff member at VCU.

Preferred Qualifications

  • Experience in policy development, training, or educational programming related to sexual misconduct or sex-based violence.
  • Knowledge of trauma-informed practices and restorative justice approaches.
  • Certification or training in Title IX compliance or other relevant legal areas (e.g., NASPA, ATIXA, NCHERM).

Salary Range: Commensurate with experience, up to $91,500
